- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Agency for Healthcare Research and Quality (AHRQ), intends to issue a sole source to: Baskin Robert 10924 Citreon Court North Potomac, Maryland 20878-2576 Purpose: AHRQ�s Center for Financing, Access, and Cost Trends (CFACT) requires a Consultant to support and evaluate the effectiveness of the Medical Expenditure Panel Survey � Insurance Component (MEPS-IC) Business Closure Model used during the weight adjustment process of the survey cycle (including nonresponse imputation).� Additionally, the Consultant will assess the limitations of the current model; advise on methods, data, and outside data sources to evaluate the current model; re-design or develop a new model, and produce internal and external documentation.� Dr. Baskin�s experience and expertise makes him uniquely qualified to fulfill the requirements. Dr. Baskin is a Senior Statistician with 35 years of experience in conducting and managing statistical research. His work formed an important part of the development and analysis for the 2008 Business Closure Model making him singularly qualified for this task. Additionally, Dr. Baskin has extensive knowledge of the structure of data files from the Medical Expenditure Panel Survey (MEPS), and the Census Bureau�s Business Register and has expertise on the analysis and imputation of MEPS survey data each of which is critical to the project. The period of performance is 3 months.� This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
