- A sources-sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources-sought notice is to conduct market research to determine if responsible sources exist by determining if this effort can be successfully competed and/or set-aside for small businesses. The proposed North American Industry Classification System (NAICS) Code is 325120 - Industrial Gas Manufacturing with a corresponding size standard of 1,000 employees. The government will use this information to determine the best acquisition strategy for this procurement. The government is interested in all large and small businesses to include 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The Regional Health Contracting Office � Central (RHCO-C), Fort Bliss, Texas, is seeking a five-year (base with four options) medical gases supply contract.� Contractor shall furnish all parts, labor, equipment, materials, travel, and transportation to deliver the following (quantities are estimated per year): 2,200 each Oxygen USP Med Pure EA CGA VIPR 50 each Oxygen USP Med Pure D CGA 870 Alum 150 each Oxygen USP Med Pure DA CGA VIPR 100 each Oxygen USP Med Pure E CGA 870 Alum 75 each Oxygen USP Med Pure 200 CGA 540 60 each Oxygen USP Med Pure Size 125 80 each Nitrogen Med NF 200 CGA 580 36 each Nitrous Oxide USP Size 56 80 each Nitrogen NF LIQ 160LT 230 PSI 100 each Carbon Dioxide USP 50 ibs CGA 320 150 each Carbon Dioxide USP E CGA 940 15 each Air USP 200 CGA 346 - Purchase Tools for Maintenance Shop 100 each Air USP Medical E CGA 940 - Purchase Tools for Maintenance Shop 20 each Nitrous Oxide USP E CGA 950 6 each Argon UHP Size 35 CGA 580 6 each Argon UHP Size 200 CGA 580 6000PSI Salient Characteristics: Medical Gases requirement for William Beaumont Army Medical Center Medical gasses shall conform to specifications prescribed in the United States Pharmacopeia and National Formulary. Medical gas manufacturer and filler of medical gasses shall be registered with the U.S. Food and Drug Administration. All medical gasses shall be manufactured, processed, packed, transported and stored according to the FDA�s Current Good Manufacturing Practice regulations and Title 21, Code of Federal Regulations, Parts 210, 211 and 201 for labeling Must be able to pick up empty cylinders Monday through Friday and deliver the filled cylinders on the next delivery day. Pick-up and delivery time shall be between 0730hrs and 1530hrs Monday through Friday. All dewars tanks must be delivered with the dewars safety pressure ID disk attached All seals must be placed upright to prevent blocking the valve holes used for purity testing Valves shall comply with the current CGA Publication V-1 � Standard for Compressed Gas Cylinder Valve Outlet and Inlet Connections. Government owned and Vendor owned cylinders/tanks shall be filled/delivered Hydrostatic testing shall be performed in compliance with the current Compressed Gas Association�s Publication C-1, Methods for Hydrostatic Testing of Compressed Gas Cylinders. Able to provide 24 hour turn-around time on emergency orders from the time the order is placed. Cylinders that are delivered shall have caps that are color coded for the gas that they contain. Contractor must comply with DOT regulations upon transporting medical gases to the facilities. Contractor must provide a valid certificate of analysis on medical grade gases when requested by the facility. Upon review of industry response to this sources-sought synopsis, the government will determine the solicitation strategy. The government intends to solicit and award a contract for supply of medical gases. The NAICS Code is 325120 - Industrial Gas Manufacturing. A response to this sources-sought synopsis will not be considered an adequate response to any forthcoming solicitation announcement. There is no solicitation available at this time. SUBMISSION REQUIREMENTS: It is requested that interested businesses submit to the contracting office a brief capabilities statement. This documentation shall address, at minimum, the following: 1) Written narrative of Contractor�s capability to provide medical gases; 2) Commercial and Government Entity (CAGE) Code; 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, or Service disabled veteran owned small business; and 3) Point of Contact information to include name, email address, telephone and fax numbers. ALL QUESTIONS MUST BE SUBMITED NO LATER THAN 10:00 AM MOUNTAIN TIME WEDNESDAY, 25 MAY 2022. SUBMISSIONS MUST BE RECEIVED NO LATER THAN 10:00 AM MOUNTAIN TIME FRIDAY, 27 MAY 2022. RESPONSES SHALL BE SENT ELECTRONICALLY TO troy.a.loge.civ@mail.mil. The government WILL NOT debrief the results of the survey. All information submitted will be held in a confidential manner and will only be used for the above stated purpose.
