Performance Work Statement PROJECT OVERVIEW Following is a preliminary scope of work for creating Military Partnership advertising campaigns on behalf of the VA New England Healthcare System (VISN 1) GENERAL INFORMATION Title of Project: Media Management focused on military partnerships with media outlets in MA, NH, VT, RI, CT, ME for VA NE Healthcare. Scope of Work: VISN 1 is looking for an organization that is based in the New England market to conduct Media Management focused on military partnerships with media outlets in MA, NH, VT, RI, CT, ME for VA NE Healthcare. The contractor must have an in-depth understanding of the media markets in all 6 New England States as well as an in-depth understanding of the veteran population in New England to include what the veteran population is in each market and what the interests are of veterans in each market. The contractor will work with media outlets in all 6 New England states looking for opportunities to reach veterans in markets we are not currently reaching, new opportunities in our current markets as well as finding outreach opportunities with the media partners enabling VISN 1 to increase their opportunities to educate and enroll veterans. Success will be determined by the increase in veteran centric programs added to reach veterans through our advertising campaigns as well as the increase in veteran centric events in order for VISN 1 to conduct outreach operations. The number of encounters at each outreach events and the number of new users from each outreach event will also be factors in determining success. Performance Period: The Period of Performance (PoP) is one year.Tentatively scheduled for June 28, 2022- June 27, 2023, to include a maximum of four option years. Managing Agency: The VISN 1 Business Office is managing this project. The VISN Outreach Coordinator, in consultation with the Contracting Officer s Technical Representative (COTR), shall be the contractor s principal point of contact regarding the execution of the contract s requirements. B. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below. Deliverable 1: Execution - The contractor shall execute the advertising services as described in this PWS Develop military partnerships with media outlets in MA, NH, VT, RI, CT, ME. Find veteran centric content on various media outlets that would be a good fit for our advertising campaign. Find veteran centric events with local media outlets in all six New England states for consideration in outreach efforts. Provide a monthly report to VISN Marketing & Outreach Department outlining new opportunities in all six New England states. Responsible for all media vendor partnerships. Manage and review proposals from vendors in all six New England States and look for areas where we can receive value added advertising in line with our current marketing campaign. Provide monthly reports and present new proposals to VISN Marketing staff as required. As directed by the VISN, travel to outreach events (7 per year, dates, and locations TBD) to evaluate effectiveness of advertising campaigns. Travel will not be reimbursed. After each event provide a report on advertising campaign effectiveness. Find opportunities based on our current marketing strategy in all radio, TV, digital, outdoor, social media, virtual media partners and more in all six states. Provide a monthly report on new opportunities based on our current marketing and outreach initiatives. Write and produce all 70 audio, 12 video and 52 digital advertisements and submit to VISN Marketing team for approval. Manage each vendors campaign. Ensure vendors have current digital, audio and video advertising materials for running current advertising campaigns. Travel to each state quarterly to meet with vendors to look for additional opportunities that are in line with our current mission and continue to look for areas where VA can receive added value. See if there are any new veteran centric opportunities to conduct outreach. Provide Quarterly report with new opportunities that are in line with our current objectives. As of now there are no restrictions on travel within the six New England states. If travel regulations are changed due to COVID we will pursue a virtual means of conducting these tasks Full execution of media changes when needed. Deliverable 2: Completion - The contractor shall provide all resources and services necessary to complete tasks to the expectations of the Outreach staff within the contracted performance of period. SCHEDULE OF DELIVERABLES The contractor s performance period dates will serve as the schedule of delivery for the deliverables specified. D. GOVERNMENT RESPONSIBILITIES Government shall provide information to help develop designated topics and shall make available appropriate VA contacts as required by this performance work statement. The government shall complete, and release required reviews and approvals in a timely manner and in accordance with the work plan. There will be no equipment furnished by the government.
