- Page 3 of 3 NOTICE OF INTENT TO SOLE SOURCE This is a Notice of Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of an open market sole source award for RADIATION/LASER SAFETY SERVICES AND DISPOSAL OF RADIOACTIVE WASTE to support the Department of Veterans Affairs, Iowa City IA VA Health Care System, 601 Highway 6 West, Iowa City IA 52246. The proposed award is to THE UNIVERSITY OF IOWA, 105 Jessup Hall, Iowa City IA 52242, under the authority of FAR 13.5; Simplified Procedures for Certain Commercial Products and Commercial Services. Only one source is capable of providing the required services. The University of Iowa will provide Radiation Safety Officer (RSO), Laser Safety Officer (LSO) and Disposal of Radioactive Waste materials. The University of Iowa is located contiguous to the Iowa City VA Medical Center and share a common border and there is no other RSO/LSO to share services within that proximity. The Iowa City VA Medical Center will share the cost of the services with the University of Iowa on a 45% split. The RSO will be responsible to ensure radiation safety activities at the facility and its subsidiaries are performed in accordance with approved procedures and regulatory requirements in the daily operation of the facility s byproduct material and ionizing radiation safety program. The RSO shall be responsible for compliance with the facility s Radioactive Materials Permit, Radiation Health, and Laser Safety Programs. The Contractor shall be required to support after-hours recall coverage and are considered essential for recall purposes. The LSO will be responsible for the Laser Safety Program and shall ensure compliance with the American National Standards Institute for Safe Use of Lasers in Health Care . The LSO will valuate, monitor, and oversee the control of laser hazards and mitigation of any laser issues. The LSO will perform regular audits, surveys, and inspections of safety features and control measures and establish/maintain the safety program in accordance with industry standards. The contract will provide for the proper disposal of radioactive waste that is generated by nuclear medicine and research. There are three major categories of radiation hazards found in the hospital that are RSO critical: (1) Diagnostic imaging of X-rays that take pictures of the internal body, (2) Radioisotopes used for diagnostic imaging or for treating cancer, and (3) Radioactive materials used in the Research and Laboratory Departments. See attached Statement of Work for additional details. The North American Industry Classification System (NAICS) code for this service is 541380, Testing Laboratories. The Product Service Code (PSC) is H999, Other Quality Control, Testing, and Inspection Miscellaneous. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement by submitting a capability statement that clearly identifies the ability to provide Radiation Safety Officer (RSO), Laser Safety Officer (LSO) and Disposal of Radioactive Waste Material Services.
