Description

This is notice of the Government�s intent to solicit from a single source for DCSA Awards. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states, �For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).� The contractor is the only reasonable provider for these services. The contractor will provide DCSA with awards given out to employees and teams such as: 130 Employee of the Quarter- 5"" x .153 Zinc with Bronzetone Lacquer Seal Mounted on Solid Cherry Stained Plaque (8"" x 10"") - Drill Mount and Bolt with the DCSA logo, 2 Excellence in Innovation trophies- Size: 5"" W X 8"" H X 3"" D - Color: Clear, 7 Employee of the Year trophies- Size: 11.5"" H - Color: Gold/black Base, 2 Team of the Year trophies- Size: 4 3/4""(L) X 10""(H) X 4 3/4""(W) - Color: Black/clear/silver. We will also be requiring brass plates to go with awards. This unique requirement in being sole sourced to the contractor that has already provided these types of awards to DCSA in the past and has already undergone the approval process of the artwork to work with the DCSA logo and to ensure there is not a degradation or difference in the appearance in the awards given out to employees and teams, if these awards were to be contracted to a different source, this would require significant delaysand could lead to the awards not appearing exactly as they have in the past. The contractor will build on build upon what they have already successfully delivered to DCSA in the past. This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements, that competition would be advantageous to the Government, and would not degrade previous awards that have been built upon through awards previously provided. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice. Contractors must be actively registered in SAM database.
