- THIS NOTICE IS PUBLISHED THIS NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.� Please read this notice carefully as it constitutes the only notice that will be published.� The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price purchase order to: SciAps, Inc., 7 Constitution Way, Woburn, MA, 01801 for one (1) handheld laser induced breakdown spectrometer (LIBS) and one (1) handheld x-ray fluorescence (XRF) spectrometer for use in hazardous metals evidence analysis.� The SciAps �One Box� solution provides for the widest range of chemical and materials detection is two optimized handheld packages.� These handheld instruments provide complimentary analysis of metals in remote locations as encountered during deployments.� Moreover, these two instruments are complimentary in that some elements in the periodic table are not amenable to XRF analysis but are by LIBS.� The associated software (compatible with both detectors) must provide for semi-quantitative analysis by fundamental parameters (or pre-populated empirical methods or a combination of both) and by user-generated empirical calibration, as well as standard grade matching from user-expandable libraries of carbon steel, stainless steel, aluminum alloys, and copper alloys; and allow qualitative analysis by spectrum inspection.� The two systems differ in the destructiveness of the test performed, (XRF is non-destructive, and LIBS is slightly destructive), and in the specific elements they can detect.� Two separate handheld technologies (X-ray and Laser) are required for the optimum range of capabilities. The FBI Laboratory Division is responsible for developing the Bureau�s capabilities for the collection of evidence in terrorism, criminal, and intelligence investigations involving hazardous materials such as chemical and biological warfare agents, nuclear materials, and toxic industrial chemicals and explosives.� The SciAps LIBS Z903+ Analyzer instrument has the critical capabilities to detect and quantify lithium in aluminum, beryllium in copper, and carbon in steel.� No other commercially available handheld LIBS instrument offers all three of these capabilities.� Other elements required are H, F, N, O, Br, Cl, Rb, Cs, and S.� The handheld SciAps X-550 XRF analyzer is the industry standard technology for alloy and metal identification.� The FBI has determined that the �One Box� solution is needed to ensure mission operability and continuous personnel safety while accommodating increased operational capacity.� The North American Classification System Code (NAICS) is 334516, Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees.� Vendors must be registered in the System for Awards Management (https://sam.gov/SAM/) to receive Government contracts.� SciAps, Inc. is a small business based on this NAICS size standard.� The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement by May 27, 2022, at 10:00 AM, (EST). �Emailed responses will only be considered. �No phone calls. �Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. �Responses shall include the firm�s Dun and Bradstreet number and their Business Size. �Information received will be considered solely for the purpose of whether to conduct a competitive procurement. �A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. �No reimbursement for any cost connected with providing capability information will be provided. �The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
