SYNOPSIS Request for Quotations (RFQ) Solicitation No.: 72062022A00005 Blanket Purchase Agreement (BPA) for Financial Management and Oversight Support Services (FMOSS) to Strengthen Program Execution Dear Prospective Offerors: The United States Government represented by U.S. Agency for International Development (USAID) Mission to Nigeria intends to issue a Request for Quotation (RFQ) for a Blanket Purchase Agreement (BPA) to provide Financial Management and Oversight Support Services to Strengthen Program Execution. The solicitation will be open to all pre-qualified entities included on USAID/Nigeria�s List of Acceptable Audit firms as per the guidance under: USAID Framework for Foreign Audit Environment Appraisal and Audit Firm Assessment, and USAID Financial Audit Guide for Foreign Organizations A BPA is an agreement between a purchasing organization (in this case USAID/Nigeria) with a service organization or Contractor for the provision of services over a period based on predefined terms and conditions. A BPA is an agreement, not a contract. Service Performance will be funded through Calls/Orders which shall subsequently be priced and funded with a specified performance period. When an Order with funds obligated has been executed, a binding contract is then established between the Government and the Contractor. USAID anticipates issuing one or more Call Orders upon issuance of the BPA solicitation.�� Subject to availability of funds, the combined value of all orders placed will not exceed $9.58M over a 5-year period. There is no minimum guarantee of work that will be offered to the Contractor. The North American Industry Classification System (NAICS) code for this solicitation is 541990 �All Other Professional, Scientific, and Technical Services�.� The authorized geographic code for this procurement is 937.� The overarching goal of this BPA is to establish a robust platform that strengthens the Mission�s financial management capacity and supports the Mission�s approach to developing the local capacity of new and underutilized IPs. To accomplish these objectives, the Contractor will:� Identify, mitigate, and respond to, risks that arise in operations and in fulfillment of the Mission�s administrative, contractual and fiduciary responsibilities over U.S. government resources programmed in support of USG Foreign Assistance objectives. Maintain adequate financial management oversight over implementation of programs, and build the administrative, contractual, and financial management capacity of awardees, especially non-U.S. based recipients. Support the implementation of the Mission�s Country Development Cooperation Strategy (CDCS) and New Partnership Initiative (NPI) Action Plan, to equip and empower new and underutilized development partners to maximize the impact of American tax dollars. USAID/Nigeria intends to issue a solicitation by May 31, 2022 or about 15 days from the posting of this notice.� Please do not consider this announcement as an RFQ, and do not submit your quotations until a formal RFQ is posted.� Potential Offerors should frequently check www.SAM.gov website for the forthcoming solicitation and other information.� This notice does not obligate USAID to award a BPA, nor does it commit the U.S. Government to pay for any cost incurred in the preparation and submission of quotations. Furthermore, the Government reserves the right to defer issuance of an RFQ solicitation or not to issue an RFQ, if such action is considered to be in the best interest of the Government. In accordance with FAR Part 5.102(d) availability of the solicitation is limited to this electronic medium only. No phone requests or inquiries will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed.� USAID will not directly respond to inquiries regarding this synopsis but may consider them in preparation of the RFQ.
