- Sources Sought Notice This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Department of Veteran Affairs (VA) is seeking contractor(s) who can provide emergency, residential housing and case management services to homeless Veterans as part of the Community Based Health Care for Homeless Veterans (HCHV) program. These are not homeless shelters but rather transitional housing programs for VA health care eligible Veterans who require safe and stable living arrangements while they seek permanent housing. The contractor works in close collaboration with VA to provide Veterans community-based, residential environments with sufficient therapeutic services to meet the needs of those Veterans. Contracted Emergency Residential Services (CERS) programs target and prioritize homeless Veterans transitioning from literal street homelessness, Veterans being discharged from institutions, including those in need of medical respite, and Veterans who have recently become homeless. CERS programs, either directly or through linkage with community and other VA services, provide low demand, time-limited services such as supporting mental health stabilization, Substance Use Disorder (SUD) treatment services, enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement into permanent housing or longer-term residential programs utilizing VA and/or community resources. Lengths of stay in CERS typically range from 90 to 180 days with the option to extend based on clinical need. The purpose of this sources sought notice is to obtain information from qualified and experienced contractors who could potentially provide housing, case management services, and rehabilitative services as explained above. VA is only seeking information from contractors with current, active residential facilities. Facilities must be in centralized locations, near public transportation, and near areas that provide employment. Before responding, please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Weekly invoices will not be accepted.
