- The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This is a Request for Information (FRI/White Papers) by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), on behalf of Submarine Maintenance, Engineering, Planning and Procurement (SUBMEPP) activity. It does not constitute a Request for Proposal (RFP), or a commitment by the U.S. Government, nor should it be constructed as such. SCOPE: This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is issuing this RFI in an effort to understand market availability, technical characteristics, cost, and functionality of Information Technology (IT) tools, applications or products capable of satisfying the requirements described in this RFI. Any information submitted by respondents to this request is strictly voluntary. This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information.� All information received from this RFI will be used for planning and market research purposes only. Do not submit classified information. Additionally, to the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure.� The Government shall not be liable for damages related to proprietary information that is not properly identified.� Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. BACKGROUND: The SUBMEPP activity has a requirement for development, configuration, and Information Technology System support services to enhance and maintain the existing Maintenance and Ship Work Planning version 3.0 (M&SWP 3.0) application. M&SWP Version 3.0 is comprised of a suite of configured Commercial Off the Shelf (COTS) software applications. Siemens Teamcenter Product Lifecycle Management software is the main component application software of M&SWP 3.0, with eQ Technologic eQube-BI, eQube-MI, and Microsoft Sharepoint software applications. Included in this RFI to provide more detail on this requirement: Draft Statement of Work (SOW) Draft Sections L and M Draft Justification and Approval (J&A) Limited Source PURPOSE: Objective 1:� The Government would like to gauge industry's capability in developing, configuring, and providing Information Technology System support services to enhance and maintain the existing M&SWP 3.0 application in accordance with the tasking in the SOW. Objective 2:� The Government is looking for contractors to focus on the highlighted sections of the SOW, as these are the core work requirements and key personnel requirements, where the Government will gauge the contractor�s capability to perform the tasking within this requirement. For the proposed tasking, the Government intends to negotiate with only limited sources under the authority of 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1(a)(2); Only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements. As established in the draft Justification and Approval, Siemens Government Technologies is the original equipment manufacturer (OEM) of the Siemens Teamcenter and Product Lifecycle Management software, and eQ Technoliges is the OEM of the eQube-BI, eQube-MI applications that were used to build the M&SWP 3.0 application used by the Navy Enterprise. REQUESTED INFORMATION: The Government is interested in receiving responses relating to the objectives stated above.� White papers can address either portions of the stated objectives or all the objectives.� At a minimum, responses should address the feasibility of the technical solutions and the Technology Readiness Level (TRL) of the solution(s).� The Government is also interested in the cost for procurement of and developmental costs (if applicable) for solutions that require further development.� In order to maintain compatible operation and standardization with the current M&SWP 3.0 application, SUBMEPP requires that potential contractors work with Siemens Teamcenter and eQ Technologics expertise to be able to complete the tasking within the SOW. The whitepaper response is limited to 10 single-sided pages and submitted via e-mail only to the Government Point of Contract (POC). Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by Chelsea Isherwood and Alexander Olarte of NUWCDIVNPT. The responses may be forwarded to other Government entities in consideration for applicability to other programs. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.� All submissions become Government property and will not be returned.� All personnel, Chelsea Isherwood and Alexander Olarte of NUWCDIVNPT reviewing RFI responses are government personnel and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. This RFI is issued solely for information purposes.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service in any manner.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
