Description
The SOW Existing Conditions, states Upon award of this project, the Contractor will be given an Administrative Notice to Proceed (ANTP). It further states the ANTP will be for 30CD s, The total period of performance will be 90 days. Due to the increase in equipment lead times, this additional 30CD s will be unrealistic, since we will need the equipment onsite prior to starting any work. Please confirm the Construction NTP (CNTP) will not start until the new equipment has been received onsite. An administrative NTP will be discussed at the pre-construction meeting and the construction NTP will be issued once it is feasible to start dependent on materials and schedule of work. Please confirm this project is not a design build and the General Contractor has no responsibilities for the design and an Architect/Engineer (VCI) is under contract directly with the VA for this responsibility. This project is not design-build. This is the change out of 3 water heaters and storage tank. Refer to the Scope of Work, the 2nd paragraph states All installation as part of this project shall meet all NFPA, VA, state, and local codes, VA design manuals and ordinances. Is this a Design-Build project? This is not a Design build however codes and manuals do recommend certain practices for construction activities. Refer to the Scope of Work, the 2nd paragraph states Schematic drawings will be provided by the VA. These drawings are for reference and informational use only. New work seems to be specified on the Schematic Drawings . Please confirm all notes on the Schematic Drawings are to be disregarded, follow the SOW, Specifications, and Site Walk only. The provided drawings are intended to further help define the scope of the work and systems that are a part of this project. The provided drawings are not intended to call out new work, just offer a concept and some of the specifics that are in accordance with the SOW. Please confirm the SSHO, Superintendent, and QCM must all be employees of the offeror and prime general contractor. Yes Spec Section 01 45 00 1.3 references a design quality control plan (DQC).  This is a plan that should have been submitted during the design phase of this contract. Please confirm this plan is the responsibility of the A&E during the design phase, does not apply during construction, and is not the responsibility of the general contractor. Does not apply. Per Spec Section 01 45 00 3.4 B Please confirm the CQC System Manager must be on site at all times and must be employed by the General Contractor. The CQC System Manager is to be employed by the General contractor and must be onsite during all construction work. Throughout the project specifications, there are references to design requirements. Please confirm this is a Design-Bid-Build project and NOT a design-build project. This project is not design-build. Please also confirm the general contractors are bidding on a completed design for construction with plans that have been reviewed per the VA CQC requirements as outlined. This is the change out of 3 water heaters and storage tank. Please clarify any design requirements or responsibilities of the General Contractor. This is not a design build. Specification Section 02 41 00, paragraph 1.2D., lists Section 02 82 11 Traditional Asbestos Abatement as Related Work , however this spec section was not provide with the solicitation documents. Please confirm no asbestos abatement is required/included in this project. Please disregard this reference to related work. The VA expects no asbestos abatement for this project. If, asbestos is encountered, it will be treated as unforeseen site conditions. Spec Section 13 05 41 1.3 A 1. calls out for a professional structural engineer shall be registered in the state where the project is located to create seismic force restraint shop drawings. Please clarify whether this professional structural engineer is to be provided by the A&E, VA, or offeror. Work with the supplier of the steam to hot water unit, for seismic installation requirements. The equipment vendor will have seismic calcs and bracing recommendations available for the offeror/general contractor. Spec Section 22 05 11 3.3 E. calls out for a Registered Professional Engineer to provide a rigging plan for the project. Please clarify whether this professional engineer is to be provided by the A&E, VA, or offeror. A rigging plan will be required if a crane is used. Spec Section 22 11 23 calls for a domestic water pressure booster system however, this system is not specified on the drawings or included in the SOW. Please confirm the domestic water pressure booster system is not part/included in this solicitation. Please disregard the domestic Water pressure booster system spec. This system is not a part of this solicitation. Spec Section 22 11 23, paragraph 2.2 calls for Hot Water Recirculating Pumps however, the Sheet #1 of the drawings indicates that the Domestic Hot Water Recirculation Pumps are Not To Be Modified Please confirm the Domestic Hot Water Recirculation Pumps are not to be replaced/modified. The Domestic Hot Water Recirculation system is attached to the hot water system, but modification of the recirculation system is not part of this scope. Refer to Specification Section 22 35 00, paragraph 2.1A, indicates Heat exchanger capacities are scheduled on the drawings. There is not a Schedule of Heat Exchangers on the drawings. Please provide the Heat Exchanger Schedule. Steam to hot water heat exchangers two are to be Aerco SWDW24_1.25 (or approved equal) and one to be Aerco SWDW45_2.00 (or approved equal). All 3 units are to be of the same manufacturer. Please provide a submittal for the selected replacement units. The SOW states, The new storage tank is to be well insulated. Steam supply valves, gauges, check valves, circulator pump (Grundfos pumps, or approved equivalent, is preferred.), ball valves, etc. shown in the VA provided reference drawings shall be replaced as part of this project. There is not a Schedule of Circulator Pumps on the drawings. Please provide a Circulator Pump Schedule. There will be no new pumps included in this project. Please provide electrical requirements for the new Circulator Pumps i.e., volt/amps, circuit number, breaker size, panel number, and panel location. There will be no new pumps included in this project. Drawing Sheet #1 states the Mixing Valve System and Domestic Hot Water Recirculation Pumps Not To Be Modified . The SOW indicates that the circulator pumps shown in the VA provided reference drawings shall Be Replaced . Please confirm the Domestic Hot Water Recirculation Pumps are to remain. There will be no new pumps included in this project. Spec Section 23 22 23 describes steam condensate pumps for Heating, Ventilating and Air Conditioning. There are no condensate pumps or condensate pump schedules shown on the drawings or noted in the SOW. Please confirm new/replacement steam condensate pumps are not included in this solicitation. Please disregard section 23 22 23 as steam pumps are not part of the scope of work for this project. Spec Section 26 05 11, 1.1B states Furnish and install electrical systems, materials, equipment, and accessories in accordance with the specifications and drawings. Capacities and ratings of motors, transformers, conductors and cable, switchboards, switchgear, panelboards, motor control centers, generators, automatic transfer switches, and other items and arrangements for the specified items are shown on the drawings. No electrical drawings were provided with the solicitation. Please confirm the only electrical scope required for this solicitation is disconnect and reconnect to the same circuit all mechanical equipment being replaced. The expected electrical scope is for disconnect and reconnect to the same circuit and equipment being replaced. All three heaters are on a single 120V 20Amp breaker. The breaker for these is in panel 154 BEE1, breaker #36. The location of this panel is in B-100 and is fed from 154-DEE. Spec Section 26 05 26, 1.1A states This section specifies the furnishing, installation, connection, and testing of grounding and bonding equipment, indicated as grounding equipment in this section. No electrical drawings were provided with the solicitation. Please confirm no new grounding and bonding equipment is required for this solicitation. All work done on this project is expected to be executed within the parameters of relevant standards, codes, and specs. The implementation of grounding/bonding will depend upon the detachment and reattachment of the electrical power connection. What is the desired Sequence of operations for these hot water heaters, pumps, and valves? No pumps are being changed out. Determine this along with the use Schneider Electric Controls and existing settings. What temperature readings are going to need to be monitored?  The hot water output temperatures from the two domestic steam to hot water units are to be monitored as well as steam temperature and condensate temperature. Will these units come with factory controls that will need to be integrated into the Building Automation System? Yes, this is the approach the VA was assuming. However, if there is a better method to integrate into the BAS the VA is open to other options. Ultimately this will depend on the design and how it is implemented. There is a circulation pump on the same circuit, is it also being replaced or remaining as is? No pumps are being changed out. Are there submittals for the new equipment? Submittals will be required for this project and need to be sent to the CO and COR for approval. When is the project expected to start? As soon as possible once the project is awarded.
