Description
NOTICE OF INTENT TO ISSUE AN ORDER.� This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC) hereby announces its intent to issue a sole source order to Life Cycle Geo, LLC at 729 Main Street, Longmont CO, 80501 for Unconventional Monitoring and Design for Mine Stability Research. The NAICS code for this acquisition is 541620 Environmental Consulting Services , with a size standard of $16.5 million. SECTION 1 � BACKGROUND National Institute of Safety and Health�s Spokane Mining Research Division�s Unconventional Monitoring and Design for Mine stability in Sedimentary Rock Project aims to improve monitoring and modelling of stability in underground sedimentary (softrock) mines, particularly coal. Improved monitoring and modelling methodologies are intended to better address both localized and global catastrophic failures through improved hazard forecasting. One way in which the project seeks to meet this objective is its second specific aim, which seeks to explore failure potential of coal through geochemical and geologic analysis of coal and coal measure strata. SECTION 2 � PURPOSE To evaluate data generated from recent laboratory tests as opposed to the �field� dataset related to the in-situ coal failures which occurred at mining operations. These tests comprise both uniaxial compressive strength testing to induce failure, and other laboratory tests to characterize the physical and chemical properties of the tested coal samples. The goal is to identify whether the �violence� of a coal failure, as induced by the compressive strength testing, is predictable from currently available laboratory characterization data. SECTION 3 � SCOPE OF WORK Vendor will: 1. Aggregate and manipulate available data to promote development of advanced analytics/machine learning models. 2. Quantitatively define one or more metrics (or �target variables�) that quantify or classify the �violence� of a coal blast. 3. Develop predictive machine learning model(s) that will accomplish one or more of the following: ����������� a. Identify which variables or combination of variables are related to the metric(s). ����������� b. Identify quantifiable relationships between different variables and the metric(s). ����������� c. Accurately predict the target variables from the input variables. PERIOD OF PERFORMANCE June 01, 2022 through October 01, 2022 ***** A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov , prior to an award of a federal contract. This action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contract Specialist within 7 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages.
