Description
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD Code 425 has a requirement for the repair and overhaul of the Auxiliary Power Unit (APU) aboard the Ship-to-Shore Connector (SSC) ship class. The acquisition will fill a need for the overhaul of the entire SSC APU gas turbine package. This includes the repair and overhaul of the PH47C3 powerhead, repair and overhaul of the gearbox assembly, as well as the test and evaluation of the entire package as an assembly. The PH47C3 contains the compressor and turbine components into what is known as the powerhead assembly. This component is responsible for driving onboard electrical power generation to the entire craft as well as provides bleed air to downstream consumers, i.e. main engine starting requirements. The gearbox assembly provides a reduced rotation gear feature to decrease the high rotation of the gas turbine down to couple down to the slower operating generator assembly. The entire powerhead and gearbox package as a whole is considered to be the APU assembly. This assembly would need to be tested as a package in an engine test cell for complete test and evaluation to insure the assembly reaches sufficient performance standards that have been set in place by NSWCPD.� NSWCPD desires a� five-year contract, estimating 2 APU assembly overhauls per year. The requirements for the SSC APU Assembly are: 1.�������� The PH47C3 powerhead shall be repaired and overhauled based off of the technical specifications and design requirements conveyed by the OEM, Pratt & Whitney. This documentation will be provided by NSWCPD. 2.�������� The reduction gearbox assembly shall be repaired and overhauled based off of the technical specifications and requirements that will be provided by NSWCPD. 3.�������� The complete APU assembly shall be packaged, assembled, tested, qualified based off NSWCPD�s performance standards that have already been in-place and properly placed in a storage container to be shipped to Naval facilities and/or to the Assault Craft Units (ACUs). SUBMISSION OF RESPONSES: Responses shall include specific details regarding the overhaul processes for APU powerhead, reduction gearbox and complete APU assembly package to meet the needs of the Government. Responses shall discuss how your product/service will meet the requirements found herein.� Responses are not to exceed five (5) pages. Responses shall be in electronic format.� A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contract (names, email, and telephone numbers) at a minimum.� The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Karen Johnson, karen.g.johnson17.civ@us.navy.mil with the subject line ""RFI SSC APU Depot Overhaul Facility.� All responses shall be unclassified and submitted by no later than 04:00 PM EST on 27 May 2022. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP).� This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.� The Government is NOT seeking or accepting unsolicited proposals.� This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. Phone calls will not be accepted.
