Description
SOURCES SOUGHT:� �THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF SOLE SOURCE (BRAND NAME) SPECIFICATION IN Arc Flash Relay at Fort Greely, Alaska.� THIS IS NOT A REQUEST FOR PROPOSAL. �The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of a larger construction contract to be executed on Fort Greely, Alaska.� A determination by the Government to not compete this requirement, for the specific items listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions.� Items:� Schweitzer Engineering Laboratories SEL411L (335314) - The SEL-411L relays in this project are new installs that must integrate into the existing SEL Real-Time Automation Controller (RTAC). SEL RTACs are used to converge all SEL protective relaying components to the head end control system and are installed in all areas of the complex.� The power control and monitoring system (PCMS) and power quality metering system (PQMS) utilize SEL relays that communicate to PCMS through an SEL RTAC, and all individual building and power components are required to communicate and integrate with the PCMS and PQMS head ends. 2. Schweitzer Engineering Laboratories SEL-3530 �Real-Time Automation Controller (NAICS 335314) � This switch will be replacing an existing SEL RTAC with the purpose of providing additional ports to for this project. Power Control and Monitoring System/Power Quality Metering System (PCMS/PQMS) utilize a SEL RTAC to facilitate communication with the existing SEL relays, and all individual building and power components are required to communicate and integrate with the PCMS and PQMS head ends. The existing SEL RTAC does not have sufficient free port space for this project (or other projects upcoming in the near future); therefore, it needs to be replaced by a new SEL-3530 RTAC with additional ports such that it can accommodate the additional port requirements from this project/upcoming projects while maintaining a minimum 15% spare ports. 3. Cisco IE-2000 (or Cisco�s functionally equivalent successor) network switch (NAICS 334419) The complex�s Power Control and Monitoring System/Power Quality Metering System (PCMS/PQMS) utilize Cisco IE-2000 network switches for panel-mounted applications, and all individual building and power components are required to communicate and integrate with the PCMS and PQMS head ends.� Multiple components such as leak detection, HVAC, BacNET, UMCS, and Reverse Osmosis Units are maintained and controlled by the centralized system (SCMS). The Cisco network switch provides the convergence of wire-line components to the head end control. Likewise, Cisco network switches provide power monitoring and control, and power quality monitoring convergence of related components to their respective head ends. The existing IE-2000 does not have sufficient free port space for this project (or other projects upcoming in the near future); therefore, it needs to be replaced by a new Cisco switch with additional ports such that it can accommodate the additional port requirements from this project/upcoming projects while maintaining a minimum 15% spare ports. 4.� Schweitzer Engineering Laboratories SEL-751A protective relay (NAICS 335314)- �The complex�s Power Control and Monitoring System (PCMS) utilizes SEL relays that communicate to PCMS through an SEL RTAC, and all individual building and power components are required to communicate and integrate with the PCMS head end; therefore, the newly installed relays need to also be SEL to facilitate proper communication with the PCMS head end. 5.� Schweitzer Engineering Laboratories (NAICS 335314) � The Complex�s Power Control and Monitoring System/Power Quality Metering System (PCMS/PQMS) utilize SEL relays that communicate to PCS through an SEL RTAC, and all individual building and power components are required to communicate and integrate with the PCMS and PQMS head ends; therefore, the newly installed relays need to also be SEL to facilitate proper communication with the PCMS/PQMS head ends. THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL.� No solicitation will be available as these sole source items will be incorporated into the specifications of F Arc Flash Relay at Fort Greely, Alaska solicitation. Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information: Identification of the manufacturer�s name, address, and country of product manufacture. Fully detailed specification sheets.
