Description
1.� SYNOPSIS This is a SOURCES SOUGHT NOTICE (SSN). This is NOT a Request for Proposal (RFP). No solicitation exists at this time. This SSN is issued pursuant to Federal Acquisition Regulations (FAR) 10.001(a)(2)(i) and (3)(i). The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. By this notice, Strategic Systems Programs (SSP) is only requesting capability statements from potential contractors. SSP is currently assessing the means to integrate Conventional Prompt Strike (CPS) Weapon System (WS) with the ZUMWALT Class Destroyers and VIRGINA Class Submarines. Additionally, SSP will continue joint All Up Round (AUR) missile development for the Army�s Long Range Hypersonic Weapon (LRHW).� The requirement description is as follows: Provide technical program management, integration, coordination, and system engineering across the CPS program for successful integration of the� WS on to the ZUMWALT Class Destroyer and VIRGINA Class Submarine platforms. Provide Weapon Control System (WCS) design, development, test, and production delivery of existing CPS WS for ZUMWALT Class Destroyer and VIRGINA Class Submarine platforms. Engineering development efforts include: System architecture Subsystem, component, and test requirements development Design analysis, design integration System integration, verification and validation testing to support Initial Operating Capability Production of Large-diameter (>30 inches) AUR [missile with a Hypersonic Glide Body (HGB) provided as Government Furnished Equipment (GFE)] and Canister (AUR + C) to support the Navy ZUMWALT Class Platform, the Navy VIRGINIA Class Platform, and the Army LRHW. Support Army unique canister development and integration of the AUR into the Army unique canister. The Army will leverage the SSP contract to remain common with the Navy and realize economies of scale for AUR+C production supporting training, test, and tactical deliveries. Production of Advanced Payload Module (APM) with AURs in a three-pack configuration to support the Navy ZUMWALT Class Destroyer and the Navy VIRGINIA Class platforms. 1.1.� Industry Input SSP is seeking input from Industry to determine if there are sources with the facilities and proficiency required for executing the following capabilities: a.� Serve as the prime program manager for all elements of the integration of the CPS weapon system onto ZUMWALT Class Destroyers and VIRGINA Class Submarines. Does your company currently have the capabilities to meet the requirements of (a)?�___Yes� _____No How long has your company provided these or highly similar services? ___ Yr(s) ___ Mo(s) b.� Facility and manpower capability to support production of AURs, Navy APMs, Army unique canisters, and Navy unique canisters and closures. Does your company currently have the capability to meet the requirements of (b)?___Yes� _____No If no, when will your company be able to achieve capabilities to meet the requirements of (b)? c.� Provide engineering, test, and logistical support relative to the preparation and execution of CPS Weapon System land based and flight test events. Does your company possess the technical knowledge and engineering skill sets required to perform the task described in (c)?�___Yes� _____No d.� Perform the following in support of integration on the ZUMWALT Class Destroyers and VIRGINIA Class Submarines: CPS Weapon Control System (WCS) �hardware and software design, development and test Support installation of CPS on the ZUMWALT Class Destroyer and VIRGINIA Class Submarine platforms Development of the ZUMWALT Class destroyer and VIRGINIA Class Submarine CPS unique operational Concept of Operations (CONOPs) to include considerations that integrate with command authority, host platforms, and facilities/ports Design and develop necessary Packaging, Handling, Storage, and Transportation (PHS&T) support equipment to support CPS on ZUMWALT Class Destroyers and VIRGINIA Class Submarines �Engineering, test, and logistics support relative to ZUMWALT Class Destroyer and VIRGINA Class Submarine platform certification flight test and evaluation activities e.� Provide depot level repair, reassembly, integration, and recertification for the Navy AUR+C, Army AUR+C, or similar assets that require recertification. Does your company possess the technical knowledge and skill sets required to perform efforts in accordance with item (e)? ___Yes� _____No f.� Advance and mature technologies to satisfy the thresholds and objectives of the CPS WS Technical Objectives and Guidelines (TOG). Does your company possess the technical knowledge and engineering skill sets required to perform the task described in (f)? ___Yes� _____No If yes, how long has your company provided these or highly similar services?�___ Yr(s) ___ Mo(s) g.� Serve as the system integrator for AUR, APM, and WCS design, to include integrating and defining system interfaces, Size Weight and Power (SWAP) constraints, and system performance and limitations. Does your company possess the technical knowledge and engineering skill sets required to perform the task described in (g)? ___Yes� _____No If yes, how long has your company provided these or highly similar services? ___ Yr(s) ___ Mo(s) These potential efforts do not reflect any endorsement by the Department of Defense nor do they reflect any policy considerations that may apply to any given concept (e.g., basing arrangements, treaty compliance, etc.). Please visit said website and FAQs for information and assistance regarding any downloading or other issues. 2. RESPONSE REQUIREMENTS 2.1 General. Interested parties shall submit one white paper that demonstrates their capabilities and experience to build, integrate, test, prototype, and produce a Navy CPS WS. Failure to provide a response does not preclude participation in any possible future RFP, if issued. 2.2 Page Format. Responses shall be submitted in Microsoft Word or Adobe Acrobat Portable Document Format (PDF) format and reference: N00030-24-R-1025 � SSN NAVY CPS WS. Page size must be 8.5 x 11 inches. The top, bottom, and side margins must beat least 1 inch. Pages must be numbered sequentially. The text must be no less than 12 points (no less than 8 points for graphics and tables) and use Times New Roman font. 2.3 Page Limitations. The white paper shall not exceed 10�single-sided pages. Each page must be counted except for the following: Cover Page Company Information Size Status 2.4 Organization & Content. Responses shall be organized into the following sections with the following information: a.��Introduction: Provide a brief company introduction and relevant details of the company/organization, including any potential teaming approach. Additionally, interested parties shall identify if their company has the capability to be a prime contractor or if it is only interested in subcontracting opportunities. Ensure responses include the following information: Company Name CAGE Code Unique Entity ID Company Address Point of Contact (POC) POC Title POC Email Address POC Phone Number Size Status Please indicate the percentage of the actual work requirements for these items that you would intend to perform as the Prime Contractor. ___% b.��Capabilities � Succinctly address the contractor�s ability to manage the types and magnitude of tasking, technical ability to perform the task, and the capacity to conduct the requirements of the task. c.��Experience �This section should include specific demonstrated capabilities, knowledge, and experience for each capability. Identify any demonstrated expertise and experience that can be directly applied to the development and evaluation of Navy CPS WS capabilities. d.��Place of Performance. Provide the expected place of performance. Identify existing facilities for manufacturing, assembly, and component, subsystem, and system integration, qualification, production, and flight-testing required to support CPS on ZUMWALT Class Destroyers, VIRGINIA Class Submarines, and Army LRHW. Describe or depict process flow for production, to include concept of location and shipping, which demonstrates ability to maintain continuous production through the contract Period of Performance (PoP). e.��Period of Performance. To meet the Government need, Contractor must be able to deliver AUR+C within 32 months of contract award and APMs within 30 months of contract award. Provide the company�s approach to meeting this timeline, and estimated timeframe, from contract award to flight test, including key assumptions and planning factors. f.��Estimated Cost/Price. No estimated cost or price is requested at this time. This SSN will help the Government determine if there are sources capable of satisfying its potential requirements. 2.5 Classification. Interested parties must ensure responses are unclassified and appropriately marked. 2.6 Deadline. Interested parties shall submit one electronic response via email by 3:00pm Washington, DC local time on 25May 2022, to emily.thomas@ssp.navy.mil. Subject line of the email shall be as follows: �Conventional Prompt Strike Weapon System Development and Integration- Army and Navy Requirements�. 3.
