Description
National Computing Center (NCC) Solar Photovoltaic (PV) Roof Full Expansion The U.S. Environmental Protection Agency (EPA), Office of Administration and Resource Management (OARM), National Computing Center (NCC), located at 109 TW Alexander Drive, Durham, NC 27713 requires the installation of a Solar Photovoltaic (PV) array on the NCC Roof. The Contractor shall provide all supervision, labor, materials, tools, equipment, hardware and documentation necessary to complete the project. This project will include [1] exterior work such as installing the solar panels and racking system, [2] interior work including installing inverters and associated electrical wiring, [3] patching any painting damaged walls as necessary and [4] updating as-built and site drawings in accordance with the Draft Statement of Work and its attachments. The applicable NAICS code is 221114 - SOLAR ELECTRIC POWER GENERATION with a size standard of 250 employees. This acquisition will be a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), using a Lowest-Priced Technically Acceptable (LPTA) source selection approach. It is anticipated the resulting single award contract will be firm fixed price with a contract performance period of six months after receipt of the notice to proceed. All responsible SDVOSB sources may submit a proposal which will be considered by the Agency. The anticipated solicitation release date is on or about May 31, 2022, and the close date shall be approximately 30 days thereafter. The estimated price range for this acquisition is between $500,000 and $1,000,000. No hard copies will be available. Notices of any modifications to this SAM.GOV procurement announcement, including Requests for Proposals and amendments, will be posted using both the FedConnect web portal and SAM.GOV. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor the status of the solicitation. You must register with FedConnect to submit documents, questions, and to view responses. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to ""public"" otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. An organized site visit will be conducted at the NCC Facility on Wednesday, June 8, 2022 at 10:00 am (ET). You must register in writing through the Contracting Officer identified below in order to attend the site visit. Registrations will be accepted until 2:00 pm (ET) Tuesday, June 7, 2022. Attendance at the site visit is not a prerequisite for submitting an offer. Requests to attend the site visit after this date and time may not be honored. Specific information regarding the site visit will be provided to those that are registered. No hard copies of the solicitation, including specifications and drawings, will be provided at the site visit. Since the site visit will be conducted at a Federal facility, all attendees are required to be U.S. citizens and must provide a government issued photo ID upon arrival to the site. The request to attend the site visit must include the name of the company and full name of the attendees. There should be no more than three (3) attendees from each potential offeror.
