- NAICS Code:� 237990 � Other Heavy and Civil Engineering Construction Size Standard:� $39.5 This synopsis is for the Jones Oysterbed Island (JOI) Dredged Material Containment Area (DMCA) Dike Raising and Weir Improvements, Savannah Harbor, Jasper County, South Carolina.� This acquisition is being offered as a 100% Small Business set-aside solicitation and will result in a single Firm Fixed Price Contract Award.� The magnitude of this requirement per DFARS 252.236.204 is between $10,000,000 and $25,000,000.� �� Project Location:� Savannah Harbor is located at Savannah, Chatham County on the northern coast of Georgia and the southern coast of Jasper County, South Carolina. Dredged Material Containment Area JOI�is located in Jasper County, South Carolina.� JOI has only two access points by water only, both on the western end of the island (Atlantic Intracoastal Waterway) adjacent to Fields Cut. A floating dock and barge ramp are available for use for pre-bid site visits and during construction. The east end of JOI is owned by USFWS and the West end of JOI is owned by Georgia Department of Transportation. Center coordinates are approximately 32�4'32.97""N and 80�56'53.70""W. Project Description: Jones/Oysterbed Island (JOI) Dredged Material Containment Area (DMCA) is primarily for disposal of the maintenance material that will be excavated during dredging of the Savannah River as part of the on-going Savannah Harbor Navigation Project. In order to restore capacity for placement of dredged material from the on-going maintenance of the Savannah Harbor Navigation Project, the storage capacity of the JOI DMCA will be increased, and improvements made to the water control structures (weirs). The Scope of Work for this project consists of raising the JOI DMCA perimeter dike by approximately six (6) feet, raising the bird island containment dike, rehabilitation of the five (5) existing weir/water control structures across the back (marsh/north-side) dike, and regrading and raising of the barge landing, access ramp, and dredge pipe ramps.� The existing perimeter dike currently spans a length of approximately 44,000 feet and has a crest elevation ranging from about 28 to 31 feet MLLW. The dike will be raised to a uniform crest elevation of 35 feet MLLW to gain additional capacity for containment of Savannah Harbor dredged material. Approximately 1,000,000 cubic yards of borrow material from the interior of the DMCA will be required for the raising. The borrow material consists of dredge spoils from the Savannah River.� The dike construction will be performed to the inside of the existing dike crest and slope. Repairs and modifications to the existing weirs will involve removal and replacement of all existing weir framing, addition of new timber bents, addition of two new catwalks at each weir, addition of new weir platforms, addition of new out fall pipes, addition of new catwalk abutments, removal of existing composite sheet piling, removal and replacement of existing weir ladders with new fall protection anchor points, removal of existing foundations and foundation piles, repair of cracked plastic weld connections, installation of pipe-mounted walkway sections to outfall pipes on invert-out side of the dike, and installation new slab foundation and foundation piles. The existing barge landing at the western end of the island, and dredge pipe ramps along the river side of the island will also be raised and re-graded. The fill material for all earthwork will be obtained from the interior of the DMCA. Additional project requirements include clearing, grassing, and erosion control provisions.� The estimated construction duration for the Savannah Harbor Dredged Material Containment Area (DMCA) JOI Dike Raise is 450 days.
