Description

Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate a cost-plus fixed fee delivery order with MSA at 39 Peterson Lane, Brunswick, MA� 04011, on a sole source basis under Basic Ordering Agreement (BOA) N00019-21-G-0003, for enhancements to the Global Reconstruction and Measurement System (GRAMS). The GRAMS software provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured sound pressure level data to the frontline warfighter. Enhancements to the existing GRAMS software suite include the ability for the system to perform analytics on historical contact data and raw metadata from systems no longer in use.� The upgrade will be able to interface with the following elements: the geodesic display and sound pressure level plots. Additionally the upgraded suite will integrate the current GRAMS data model and reference data as well as GRAMS data Management tools. The anticipated period of performance is 12 months. ��� NAVAIR intends to negotiated and award this effort utilizing other than full and open competition pursuant to the authority provided in 10 U.S.C. 2304 (c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.� Companies interested in subcontracting opportunities should contact MSA at 39 Peterson Lane, Brunswick, MA� 04011. This notice of intent is not a request for competitive proposals.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
