Description
STATEMENT OF WORK Replace Emergency Backup Cable System for Primary Electrical System Requirement: Greater Los Angeles VA Healthcare System has a requirement for the replacement and reconnection of the Emergency Backup Cable System for the Primary Electrical System in Building 501 on the West Los Angeles VA campus. Building 501 is the main utility building that provides all utilities to the main hospital (Bldg 500). The electrical distribution system between the two buildings is 4160 Volts. Background: This system was installed as an emergency back bone to the original high voltage cable feeder system and to mitigate any cable failure between the main substation and the main high voltage 4160 Volt transformers for the high-rise hospital, Building 500. The original cables to the building were installed in 1974. A failure of any of these transformer feeder cables would black out 25% of the hospital and adversely affect patient care. This emergency backup cable system enables restoration of temporary power in 8 hours or less. The system is designed and intended to save lives in the hospital and keep the hospital functioning at 100%. This system also enables the failed cable to be replaced while the building is fully energized and without any outages until the time to cut over to the new cables that were pulled into the original feeder conduits. The emergency backup system was disrupted by the installation of solar electrical equipment that was tied into the main switchgear at 4160 Volts. This purchase will restore the backup system to an operating condition and is a unique and critical life safety feature of the electrical distribution system. General Requirements: Contractor shall perform work during normal business hours of 6am-2:30pm at the VA hospital, WLA, Building 501. Contractor shall leave the work site clean. Parking will be available in the driveway to building 501. Electricians shall be certified in splicing and terminating of 5kV EPR type tape shielded cable. Must have Medium Voltage/High Voltage Cable Splicing Certification. Contractor shall provide all parts, labor and materials, supervision to restore the emergency backup high voltage system to full functionality. Scope of Work: Contractor shall make six (6) 5kV 500MCM EPR splices in the existing junction box located in the chiller room to new 5kV EPR cable that will be extended through existing conduit and placed on New cable tray which leads to each of the two (2) New Nema 1 Hinged enclosure. The enclosure shall be 60 W x 60 H x 18 D. Contractor shall install qty. six (6) -4-point 600A bolt on junction blocks; three (3) 4-point junction blocks in each enclosure. Contractor shall provide waterproof top entry bushings for entry into the junction enclosure. Contractor shall use a free cable entry connector/bushing that is waterproof for entry into the enclosure. Bring 3 phase conductors into each enclosure and terminate with 600A Elbow T body bolt on connectors. Provide quantity of three (3) tape shield cable whips with Elbow T bodies on one end and bolt on lug connectors on the opposite end, cable whip to be 170 in length. Contractor shall provide labeling of circuit destination. ELECTRICAL MATERIALS include but are not limited to the following: Provide 500 mcm 5KV EPR Tape shield Cable 170' x 6 lengths Provide Qty 6 - 500 mcm 5KV EPR Splices Provide Qty 6 - 4 Point Junction Bars Provide Qty 2 - NEMA 1 Hinged Enclosures 36 x 60 x 18 Provide (N) Cable Tray with supports Provide 500 mcm 5KV EPR Tape Shield Cable Whips included 170' lengths Provide Qty 12 Elbow T Bodies Provide (N) Cable Tray with supports Provide (N) Qty 2 Waterproof seal tight cable entry compression connector for top entry. Contractor shall leave the work area clean and free of all trash and debris. Security Requirements: Contractor will be provided a day pass.
