- The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) and National Institutes of Health (NIH) is seeking Capability Statements from BOTH Other than Small Business and Small Business organizations with the demonstrated capability of providing equipment to support the NIDA-IRP Cellular and Neurocomputational Systems Branch (CNS) with acquiring a Transcranial Magnetic Stimulation (TMS) system which will equip the new Learning and Decision Making (LDM) Unit of the Cellular and Neurocomputational Systems Branch with the means to conduct non-invasive brain stimulation experiments. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) the availability of capable Small Businesses; HUBZone Small Businesses; Service-Disabled, Veteran-Owned Small Businesses; 8(a) Small Businesses; Veteran-Owned Small Businesses; Woman-Owned Small Businesses; or Small Disadvantaged Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The established NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. The U.S. Small Business Administration establishes a size standard for 334516 as 1,000 employees or less. BACKGROUND INFORMATION AND OBJECTIVE: The goal of the Cellular and Neurocomputational Systems Branch (CNS), a Branch within the IRP, is to better understand the neural and systems basis of behavior and translating that understanding to address human addiction and other neuropsychiatric disorders. The Learning and Decision Making (LDM) Unit within the CNS Branch focuses on understanding the brain circuits and computations that support reward-based learning and decision-making in humans. This Unit aims to facilitate the bidirectional translation between research in laboratory animals and humans. Ultimately, the LDM Unit aims to build a more comprehensive understanding of the basic brain processes underlying appetitive behaviors and their disruption in addiction and other neuropsychiatric disorders. Research in the LDM Unit will investigate the human brain using a combination of non-invasive neural recording and stimulation techniques, as well as computational analysis tools. Brain activity and connectivity will be measured using functional magnetic resonance imaging (fMRI). To test the causal contribution of brain networks to neural computations and behavior, the LDM Unit will use Transcranial Magnetic Stimulation (TMS), which is a non-invasive method to stimulate the brain. The technique is based on the principle of electromagnetic induction. A stimulation coil is placed over the scalp above a specific location in the brain. The coil generates brief magnetic pulses, which passes through the skull and stimulates nerve cells.� GENERIC NAME OF PRODUCT: TMS Research System SALIENT CHARACTERISTICS: NIDA IRP is seeking potential vendors capable of providing a MagPro X100 brand name or similar TMS Research System. The MagPro X100 is an advanced, high performance magnetic stimulator designed primarily for research purposes. It is a high-quality tool for researchers with a large choice of stimulating parameters and has stimulation rates up to 100 pps at high intensities and the possibility to combine waveforms and pulse modes. 1. Features 3 waveforms: Biphasic, Biphasic Burst and Monophasic. Selectable current direction. Stimulation rates up to 100 pulses per second. Easily connects to external equipment via programmable input/output triggers. System operation control via a built-in computer, eliminating the need for an external computer to set up and control the timing of stimulus sequences. Controllable from an external device. Flexible protocol storage in built-in computer. Effective burst function. 2. Enhanced stimulation capabilities such as: Dual pulses with up to 20 pulse pairs per second repetition rate Advanced power pulse feature adding 40% additional stimulation power Biphasic, Monophasic and Half sine Provide 1 day of on-site technical training to lab members. Provide installation of the products. 12-month warranty with options to extend the warranty annually for up to 48 months. INSTRUCTIONS: All capability statements must also include the following: 1) company name and address; 2) point of contact; 3) phone/fax/email; 4) NAICS Code(s); 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: Women-Owned, HUBZone, etc.). Each capability statement must include the respondent�s Unique Entity Identifier number, organization name, and address. Each response should include the technical and administrative points of contact, including names, titles, addresses, telephone numbers, and e-mail addresses. The capability statement should clearly identify the size and type of business (e.g., 8(a), HubZone, Non-Profit, Other Than Small Business, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement paragraphs stated herein.� A cover page and an executive summary may be included but is not required. Any business concerns that believe they possess the capability necessary to successfully undertake the work described above must SUBMIT CAPABILITY STATEMENTS ELECTRONICALLY to the Contract Specialist, Shaun Rostad at Shaun.Rostad@nih.gov, NO LATER THAN 3:00 p.m. EST on May 20, 2022. The Subject line for the submission should include this Sources Sought Number and organization name. NIDA will not accept paper or faxed capability statements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS.� This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Sam.gov.
