Description
This RFI is designed to find interested and qualified sources capable of assisting S&T implement a national program to engage the academic community at the university level (undergraduate and graduate-level students) in solving DHS challenges. The program would focus on homeland security challenges, generating solutions that might entail changes in doctrine, strategies, and policy, create or improve new programs, or develop technology prototypes for evaluation. The program would be designed to teach students lean startup principles and methodologies and apply that critical thinking to solve a homeland security challenge in an entrepreneurial approach similar to the way a business is created to solve a problem in industry. This entrepreneurial academic engagement would include designing and assisting S&T in program development and management to benefit DHS customers. This engagement should use entrepreneurial tools and techniques to develop creative solutions for homeland security challenges through credit-bearing, project-based courses. The DHS challenges that are part of the engagement would complement existing academic research (e.g., the work of DHS Centers of Excellence) and current S&T R&D strategies. The interdisciplinary, experiential learning course for undergraduate and graduate students would be developed, managed, and taught in universities across the United States in a nationwide program that serves as a strategic innovation capability for DHS. An important aspect of the engagement would include providing a student experience that inspires the next generation of leaders both in learning about entrepreneurship and working with DHS.
