- THIS IS A PRE-SOLICITATION NOTICE ONLY. This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4522R0017, posted under the title: STEA � Remove and Replace Lighting in Locomotive Shop and Roundhouse, will be issued electronically and can be found by searching for the solicitation at www.SAM.gov | Home Government Portal website on or about May 18, 2022. The Department of the Interior, The National Park Service NY MABO intends to issue a solicitation for a contractor to remove overhead high bay lights, replace with new LED lamps and new porcelain mogul base sockets, clean all lamp shield reflectors, remove all wall-mounted pack lights and replace with LED lamps, remove explosion-proof fixtures and lamp bulbs and replace with new 480-volt explosion-proof LED lamp bulbs, remove pit lighting bulbs and replace with new LED bulbs within Steamtown National Historic Site in Scranton, PA. The entire solicitation package, with all attached documents, will be available in Microsoft Word, Excel, HTML or Adobe PDF formats through beta.SAM.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately 120 days. In accordance with FAR 36.204, the magnitude of this contract is between $250,000 and $500,000. Award will be made to the offeror meeting the minimum of technically acceptability while also providing the best value to the government. The resulting contract will be firm fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing similar painting projects. This solicitation is restricted to 8(a) contractors in accordance with Federal Acquisition Regulation (FAR) 6.204 � Section 8(a) competition. The RFP will be set-aside for total small-business under NAICS Code 238210 � Electrical Contractors and Other Wiring Installation Contractors (size standard $16.5M). This procurement is subject to Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Proposals are due approximately thirty (30) days following issuance of the anticipated solicitation. Search by referencing solicitation number 140P4522R0017. The successful offeror must be registered in the System for Award Management (SAM) and have current online Representations and Certifications.
