Description
NSWCPD is a Department of Defense entity responsible for research, development, test and evaluation, engineering, and fleet support for U.S. Navy ships, submarines, military watercraft and unmanned vehicles. NSWCPD Machinery Programs & Platforms Department (Department 20), as the lead Directorate for this acquisition requires outfitting and installation integration industrial support to the NSWCPD based test sites. The required support shall include management support, installation integration support, outfitting, installation and fabrication, test planning support, test execution support, material procurement incidental to installation, removal of shipboard machinery systems and associated components, flushing, cable testing and other associated support services, industrial cleaning support, and fire safety of test site systems/equipment and systems/equipment in the installation process at the various test site and Land Based Engineering Site (LBES) related facilities located at NSWCPD. The Contractor(s) shall provide constructability support on drawing designs for installations of systems and equipment under the cognizance of NSWCPD test sites. This includes all existing and proposed Hull, Machinery Electrical (HM&E) ship representative systems and equipment. The outfitting integration services will range from small test stands to full-scale systems, replicating actual shipboard power, propulsion systems and ancillary equipment to be installed at NSWCPD. Integration support shall be provided through all ranges of outfitting and installation from conceptual through execution and test and evaluation cycles. In support of integration, the Contractor shall be required to understand and support Production Readiness Reviews, Integrated Test Readiness Reviews and Integrated Schedule Reviews. This new requirement is for non-personal services and will be managed by NSWCPD Department 20, as the program and scheduling competency owner, and will provide support across all NSWCPD departments. This acquisition is a new requirement, which will be satisfied by Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contracts (MAC).��This acquisition is being procured unrestricted; however, set-aside decisions will be made at the task order level. The procurement will be awarded on a technically acceptable basis, using combined technical/risk ratings, requiring the submission of a technical proposal with selected non-price factors.� Cost proposal submissions and analysis will be performed at the task order level.�The Government intends to award an Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed-Fee (CPFF) type contract(s).��The level of effort (LOE) for the performance of this contract is based upon an anticipated total estimated level of effort of 1,211,040 labor hours.��Multiple awards are anticipated. The ordering period for resultant contracts is anticipated to be sixty (60) months, with an anticipated period of performance of seventy-two (72) months.��Performance under this Contract will require work at the Philadelphia Naval Business Center (PNBC) and will also require work to be performed at the Contractor facility.� The place(s) of performance shall be specified on individual Task Orders. Upon release of solicitation (which is projected to be released no later than (NLT) September of 2022), it is anticipated that the request for proposals (RFP) will close at least 30 days thereafter. The actual required receipt date will be specified on page one (1) of the RFP.� All interested parties may download the solicitation, once posted, and any amendments at WWW.SAM.GOV.
