- Description
- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), Office of Acquistion (OAS) hereby announces its intent to award a sole source contract to Beckman Coulter, Inc., 11800 SW 147th Ave, Miami, FL 33196-2500 for the acquisition of services for the project titled: ""Beckman Coulter DxH800 Service Agreement."" The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 811219- Other Electronic and Precision Equipment Repair and Maintenance. The period of performance for this procurement has a 12 month base and one 12 month option yeat.. The purpose of this procurement is to provide a service agreement for the three Beckman Coulter DxH800 hematolgy instrument, which perform complete blood counts (CBC) as part of data collection in the National Health and Nutrition Examination Survey (NHANES). The service agreement shall provide comprehensive coverage with full service support for the three Beckman Coulter Allegra DxH800 hematolgy instruments with simplified budgeting as service costs are fixed for the duration of the agreement. The service agreement shall provide unlimited emergency service with no additional charges for on-site labor, travel time, or travel expenses during Beckman Coulter's normal business hours and request for emergency service are prioritized for agreement customers.� The service agreement shall provide annual scheduled preventative maintenance calls (PMC) performed to factory specs to increase instrument reliability and performance, that inlcuded thorough PMC procedures including cleaning, inspecting, adjustments, and calibration to published factory specifications, which corrects minor problems to prevent catastrophic failures that jeopardize valuable samples and lab productivity. The service agreement shall provide replacement parts at no charge, which become marginal or defective due to normal use during agreement period, where service engineers carry a stock of commonly used parts for timely instrument repairs and engineering modifications supported by 33,000 genuine new parts. Any factory-rebuilt parts shall be decontaminated as an additional safety factor.� The service agreement shall provide engineering reliability upgrade/firmware updates that are included and are installed without charge during the preventive maintenance visit. This service agreement shall provide factory trainined and certified service engineers, which will perform all service repairs and the engineers shall be continuously trained on the latest instrument technology, product improvements, software, and accessories.� This service agreement shall provide service and service engineers located nationwide to ensure fast and efficient service response. This agreement shall also provide priority on-site service support, technical phone support and additional key operator training available during regular service visits As a result of this synopsis, no competitive solicitation will be posted. We will only issue a solicitation to Beckman Coulter. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 10:30am eastern standard time on May 26, 2022. Reference solicitation number RFQ #75D301-22-Q-74549 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
