Description
The United States Coast Guard Base New Orleans is issuing a notice of intent to award a sole source contract to Automated Control Systems Inc. for the upgrade and repairs of HVAC controls, hardware and software. The intent to award to a single source is due to the fact that direct replacement components are incompatible with the original control systems software due to obsoletion.� Automated Control Systems furnished the original hardware, software and operating system to Base New Orleans on 12-11-2009.� This system is integrated into and designed to control the HVAC system for Base. Multiple failures have occurred in a number of the original HVAC hardware components (i.e. thermostats, sensors, etc). In the 12 years since installation of the HVAC components, there have been a numerous technological improvements in the HVAC industry. These technological improvements have resulted in no �direct replacements� of failed components.� Installation and integration of replacement parts into the existing HVAC system requires an upgrade from Automated Control Systems Inc. No two HVAC systems are the same, and as such the original HVAC system, software and operating system were custom built for the Base New Orleans location and are proprietary to Automated Control Systems Inc. The original interface/operating system is obsolete.� This operating system was created using technology and software available in 2009. These programs and software will not interface with newly installed components and must be upgraded to accommodate installation of new replacement components. After conducting market research, it was determined that �off the shelf� replacement parts and components are not available to our unique HVAC system. Using another contractor would require an entirely new control system. This would require the acquisition and design of a new custom operating system as well as the complete re-configuration and installation of new hardware including DDC controllers, existing field devices such as temperature sensors, pressure sensors, relays, transformers, damper actuators, communication trunk wiring, system wiring, and miscellaneous field devices. A full redesign and re-configuration would be not be cost effective and would exceed time constraints. In accordance with Federal Acquisition Regulations (FAR) Subpart 5.101(a)(2) All responsible sources may submit a response which, if received in a timely manner, will be given consideration by the US Coast Guard.
