Description
NAICS Code: 813920 The U.S. Forest Service, under the authority of the FAR Subpart 13.5 authority of 41 U.S.C. 1901; (modified FAR 6.302-1) FAR 19.1506, intends to issue a firm fixed price, WOSB sole source purchase order to MARY NOEL for Lickstone Archaeological Survey.� The archaeological investigations necessary for this project requires specialized expertise including: The recognition of micro-landforms as defined within the NFsNC Pisgah & Nantahala NF survey methods developed between 1994 and 2008, has direct experience within the project area (identified in the new Forest Plan as a revered Tribal Area of Interest), has a detailed knowledge of the artifact styles and types likely to be located, has direct experience with the survey test method and artifact recognition processes while excavating 1x1 meter units with the isosceles toothed-rake tool, and the ability to preliminary recognize a new class of precontact expedient lithic artifacts.� Vendor is one of two individuals capable of completing most of the above described, required expertise and the other individual is retired.� Vendor is the only archaeologist that has direct, previous experience within the project area that is also a sensitive Eastern Band Cherokee Tribal area of interest. An underlying component for these specialized investigations is to create reproducible survey methodologies that demonstrate accurate site location and densities, so that these can be modeled to archaeological consultants in order tp provide services that actually reflects the Forest�s cultural resources so that they can be documented and protected when significant. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Contractor selected is capable of supplying the requirements because of their experience within this field of study and have the necessary skills to adequately provide these services. Contractor selected also has explicit and intimate knowledge of the specific project for which those services are required. Notwithstanding, interested parties who believes they are capable of meeting Forest Service requirements as stated herein may submit a response that shows clear and convincing evidence that competition would be advantageous to the Government in future procurements. This notice is not a request for competitive proposals or a solicitation of offers. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
