- Sources Sought Notice Sources Sought Notice Page 6 of 6 Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 6 Sources Sought Announcement: This is a SOURCES SOUGHT ANNOUNCEMENT ONLY , it is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the Unique Entity ID number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. small or other, as appropriate and (i) must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below in italics. Statement of Work: The VHA Long Beach Healthcare System located at 5901 East 7th Street, Long Beach, CA, 90822, is seeking a qualified contractors who can fulfill a requirement to provide services to Newly installed Lynx panic device system that will include installation and program control relays and input module to fully integrate system. No Government equipment will be used by the contractor. The Contractor shall provide the following: Contractor shall provide all labor, parts, materials, equipment and supervision required to perform all work. Specific Requirements SYSTEM COMPONENTS Part # Manufacturer Description Quantity LYNX-4O-31 Lynx LYNX, 4 OUTPUT DEVICE, 8A RELAYS 1.00 LYNX-4I-3 Lynx LYNX, 4 INPUT DEVICE Contractor shall provide, Install, Program, And Configure ALL Deliverable Items (BRAND NAME OR EQUAL) Listed Under SYSTEM COMPONENTS. Input/Output Device Assignment(S) And Designation(S): M-Ward 1st Floor Lynx Panic Device(s) Horn(s) and Strobe(s) L-Ward 1st Floor Lynx Panic Device(s) Horn(s) and Strobe(s) M-Ward 2nd Floor Lynx Panic Device(s) Horn(s) and Strobe(s) L-Ward 2nd Floor Lynx Panic Device(s) Horn(s) and Strobe(s) LYNX, 4 Input Device And Lynx, 4 Output Device, 8a Relays (Brand Name Or Equal) shall be installed, programmed, and integrated into the Horn(s)/Strobe(s): TAGS 5, 6, 7, 8, 10 & 11 at Bosch/Code Green panel in Security Closet Building-128. Upon activation, ALL Lynx intrusion devices must activate the required Horn(s) and Strobe(s) specified under Input/Output Device Assignment(S) And Designation(S) And must display correct location readout and device type on ALL Bosch/Code Green keypads assigned to that location. Bosch/Code Green Horn(s) and Strobe(s) must have capability of being enabled/disabled from ALL Bosch/Code Green keypads located in Building-128. Once system installation and configuration are complete, system will be assessed for functionality and accuracy and Contractor will perform basic performance testing to ensure the compatibility of the newly installed devices and components. Testing shall be conducted with VALBES representative to ensure SOW deliverables are received, installation is complete, and end-user requirements are met. Newly installed system components must be compliant and compatible with NIST.FIPS.140-2 & Lynx System Software. Performance period for this contract will be no more than 30 days from the date of award and will run continuously until all listed services are completed. Important Information: The Government is not obligated to - nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 238210 ($16.5 Million). Notice to Potential Offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at VetBiz Portal .
