- Description
- The Bureau of Diplomatic Security, Security Infrastructure Directorate, Insider Threat Program (DS/SI/ITP), issues this notice to negotiate a sole source delivery order with Forcepoint Federal LLC, of Herndon, Virginia, USA, for products to meet the requirement for real-time User Activity Monitoring (UAM) and analysis on the Department�s network, reflecting industry standards, consisting of Inner View, Convergence, and Cross View agency licenses, High Speed Guard, 24x7 help desk support, and on-site Product Engineer SME support, on GSA Schedule GS-35F-650GA. The Department conducted market research and identified the intended awardee as the sole provider of the product(s) to meet the specific requirements of the ITP UAM and analysis. The ITP performed research to seek out potential tools which could meet the exacting requirements of the Department and also meet the applicable directives. Forcepoint was the only company identified with the capability to meet the ITP mission requirements. The capability to delivery real time monitoring and analysis of user activity monitoring across the Department�s networks in fulfilment of the applicable directives and Executive Order. The product must: - Utilize FIPS 140-2 certified encryption functions - Encrypt data at rest, leveraging external key escrow - Leverage two-factor authentication for access control - Provide two-person authorization for sensitive functions - Fully compatible with Nutantix Virtualization hosting - Provide real-time product updates to the department within 1 week of release, including technical documentation detailing process for proper application to the Department�s managed infrastructure stack hosting solution. The provider must also deliver 24x7 help desk support, software and hardware maintenance for the product, database support as needed to support infrastructure upgrades and maintenance, on-site Product Engineer, Subject Matter Expert (SME), personnel who work full time at Government locations who are experts in Policy creation, system maintenance, support of emergency and after hours support, and on-site assessments with detailed plans for implementation of customer requirements, and recommendations to achieve optimal system performance while integrating customer requirements. This notice of intent is not a request for proposals. However, any valid responses (i.e. capability statement / brochure addressing the aforementioned criteria utilized to conduct market research, proposal and/or quotation) received prior to the closing date/time of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based on responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the closing date/time of this notice, an order will be placed with the identified vendor.
