- Market Survey for System Technical Support (STS) services for the Family of Vehicles (FOV) for the High Mobility Multipurpose Wheeled Vehicles (HMMWVs): 1. Sources Sought Notice. �The Product Director Light Tactical Vehicles (PD LTV) and Army Contracting Command - Detroit Arsenal (ACC-DTA) are conducting a Market Survey to determine the level of interest among qualified small and large business Contractors for a potential procurement of STS services for the family of HMMWVs. �The HMMWV is the highly mobile, diesel-powered, four-wheel-drive vehicle that performs various special and multipurpose missions in combat, combat support, and combat service support for the U.S. Armed Forces and Foreign Military Sales (FMS) customers. � ACC-DTA intends to solicit for a five (5) year Multiple Award Indefinite-Delivery-Indefinite-Quantity (MA IDIQ) contract under the authority of Federal Acquisition Regulation (FAR) Part 15 for the procurement of STS services on the family of HMMWVs that comply with Automotive Tank Purchase Description 2099E. �Expected STS services would consist of tasks and efforts in the disciplines of Engineering, Test Support, Logistics, Quality Assurance, and Configuration Management (CM). �See Attachment 1, which includes examples of labor categories and their description, and minimal qualifications. � These STS services support the Army�s ability to plan and manage the vehicle system throughout the life cycle to include pre-planned technology refreshment and investments to improve safety, survivability, reliability, maintainability, supportability, and affordability. �STS service orders (also referred to as work directives, work orders, and task orders) will be issued throughout the life of the contract to designate specific contractor services to be executed. �The estimated requirement is 50,000 hours per year.� The Government does not own the complete competitive level 3 Technical Data Package (TDP) for the M1151, M1151A1, M1151A1B1, M1152A1B2, M1152, M1152A1, M1165, M1165A1, M1165A1B3, M997A3, and M1167 HMMWV variants. �However, the Government does have the existing vehicle to reference the interface of a newly designed item. �The family of HMMWVs consist of extensive proprietary components including the engine, transmission, transfer case, geared hub, frame rails, differentials, antilock braking system/ electronic steering control (ABS/ ESC), drive shafts, air conditioning, armor kits and enhanced armor fragmentation kits. � The North American Industry Classification System (NAICS) code for this acquisition is 541330.� Through the results of the market survey, the Government expects to gain a better understanding of the capabilities of industry companies as potential sources. �It should identify both small and large business Contractors who may possess the required technical expertise, corporate experience, and staffing capabilities.� 2. Proprietary Information. �The Government acknowledges its statutory obligations under 18 U.S.C. �1905 to protect confidential information provided to the Government. �Pursuant to this statute, the Government is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: ��� �Qualifying data must be clearly marked TRADE SECRETS or PROPRIETARY and be accompanied by an explanatory text, stating the rationale to protect the information. ��� �Only mark the data that is trade secrets truly proprietary. ��� �Do not mark data that is already in the public domain or is already in possession of the Government or third parties on an unclassified basis. ��� �Proprietary data transmitted electronically must have the TRADE SECRETS or PROPRIETARY legend on both the cover of the transmittal e?mail as well as at the beginning of the file. �Proprietary information contained within the correspondence shall use the legends: �PROPRIETARY INFORMATION BEGINS� and �PROPRIETARY INFORMATION ENDS.� 3. Disclaimer. �The Government is not responsible for marking Contractor data. To ensure protection of Contractor data, please ensure it is marked in accordance with Section 2 above. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government, will not be protected once in the public domain. �In the event, the Government needs to reproduce the protected data for distribution purposes between Governmental offices, all data will be reproduced with restrictive legends in place. �Additionally, prior to receiving copies of protected information, Government personnel, will sign a Non?Disclosure Agreement, which both alerts personnel of the proprietary nature of the information being provided as well as the seriousness of the Government�s obligations to protect such information. 4. Instructions to Potential Questionnaire Respondents: Companies that desire to participate in this sources sought are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to provide STS for HMMWVs that satisfy agency requirements as described above. �The response should discuss the company's ability to adapt and/or provide existing technologies that have the required capabilities. �Specifically, any interested companies are requested to provide the following information in the questionnaire. Questionnaire Interested Organizations are asked to complete the following questionnaire and provide electronic responses back to usarmy.detroit.acc.mbx.dta-ltv-team@army.mil, (with subject line HMMWV STS SS) no later than 1:00 p.m., 09 June 2022, local time, Warren, MI. �If desired, responses may solely address the question number so as not to repeat the question in each response. Please spell out acronyms in their first instance. �Also, clearly mark any confidential information per the accompanying market survey guidance. �Please answer all of the questions in this Questionnaire, avoid using �not applicable� (N/A) type answers. �ACC?DTA will not accept any telephone inquiries or comments regarding this survey � NO EXCEPTIONS. �All questions, comments, and/or concerns must be included in your survey response. �Additionally, ACC-DTA will not schedule personal visits for the purpose of discussing this announcement. �Emails or phone calls requesting personal visits will not receive a reply. �The Government may release questions (and the respective answers) asked by Industry in response to this survey, at its discretion. �This is a Sources Sought Notice only and there currently is no solicitation relating to this effort. � 1) Name of Company� 2) Business CAGE code� 3) Point of contact and phone number� 4) Size of Business according to NAICS Code 541330.� 5) Other suggested NAICS codes for this program and your size classification based on these codes. �Please explain your recommendation for inclusion of any other NAICS codes.� 6) A brief summary (no more than two pages) of your company's experience and past performance within the last 3 years as it relates to the STS services described above. �For example product improvement and prototyping, Engineering Change Proposals, Interactive Electronic Technical manual (IETM), Government Furnished Equipment (GFE) maintenance, and Field Service Representative (FSR) support. �Each company experience (Government or commercial) should include: (a) name of the project (b) a brief description of the project (c) the relevance of the contract/project to the requirements in this notice. 7) A brief summary (no more than two pages) of your company's experience and past performance within the last 3 years on projects related to the family of High Mobility Multipurpose Wheeled Vehicles (HMMWVs). �Each company experience (Government or commercial) should include:� �� ��� �(a) name of the project �� ��� �(b) a brief description of the project �� ��� �(c) the relevance of the contract/project to the family of HMMWVs. 8) A brief summary (no more than one page) of how your company would provide STS services on proprietary components without having access to a complete level 3 TDP. �The Government does not own the complete level 3 TDP, however does have the existing vehicle to reference the interface of a newly designed item. 9) Please fill in Attachment 2 with the labor categories you believe will be necessary to provide STS services on the family of HMMWVs. Include description of company resources in accordance with Attachment 2. �Refer to Attachment 1 for Labor Categories and the Office of Management and Budget�s (OMB) Standard Occupational Classification (SOC) System for a sample of job descriptions and qualifications. � 10) Do your personnel have the ability to obtain and maintain a Secret clearance level?� �
