- REQUEST FOR INFORMATION/SOURCE SOUGHT NOTICE: The Naval Air Systems Command (NAVAIR) is surveying the marketplace for all interested parties, and is requesting information and comments from industry.� NAVAIR Patuxent River, specifically PMA-208, is requesting vendor sources with the capability of producing a booster for use with the SSST in accordance with the requirement specifications. The available specifications with how to obtain them are stated in the Requirements section below. REQUIREMENTS: This is a Request for Information/Sources Sought Notice to solicit comments, questions and feedback from industry regarding a potential procurement of a booster for use on the SSST. The program is using Mk70 Boosters in Government inventory from other fielded programs; however, inventory will be depleted in FY26. Please be aware that Mk70 Booster prior production included components that have limited availability or are now obsolete. Alternate solutions will be required. Offerors are encouraged to present an approach to produce new Mk70 Boosters to support a FY26 production contract and required Non-Recurring Engineering (NRE) to be ready to commence production 30 months after contract award.� NRE will require test articles and qualification testing. Production will require build and test of 1st article unit. Production Lead Time:� No more than 30 Months after contract award. Production Throughput:� 7 to 28 units annually, minimum and maximum respectively. This matches the SSST annual production rate. The Booster shall not require scheduled maintenance. Responses to this Request for Information/Sources Sought Notice inquiry shall identify: Required NRE development to include: Approach Test articles Schedule ROM costs with a breakout of production startup costs Top 5 technical risks Technical Data Package (TDP) status and required updates Recurring Production to include: Stair step pricing ROM in FY22 $ for annual production, minimum quantity = 7, maximum quantity = 28 Production lead time to deliver first unit Quantity per month Assumptions/constraints to support annual production from FY25 to FY34 and total forecasted production of 200 units Obsolescence forecasts for key material Key suppliers by component Monthly delivery capacity The Requirements are marked with Distribution Statement D, which authorizes release to Department of Defense and U.S. DoD contractors only, dated 12 December 2019. Please contact Ms. Samantha Lysaght, NAVAIR Contract Specialist at samantha.l.lysaght.civ@us.navy.mil to request a copy of the specifications and reference material.� In order to receive a copy of the Requirements, all vendors must provide the name of your company, mailing address, phone number, email address, current and active CAGE number to confirm their status as a U.S. Government contractor, and a copy of current and valid DD Form 2345.� Cage code status will be confirmed via the System for Award Management (SAM) at www.sam.gov.� For assistance in registering your company, please engage the SAM helpdesk at https://fsd.gov/fsd-gov/home.do. The documentation related to the Mk70 Boosters Requirements is export controlled.� Contractors interested in receiving the necessary technical data, must submit a valid, current DD Form 2345 Military Critical Technical Data Agreement.� The DD Form 2345 must be on file with the United States/Canada Joint Certification Office.� To file a DD Form 2345, please visit the DLIS website at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ or contact them at 1-800-352-3572.� This website will provide all necessary information concerning certification under the Joint Certification Program. THIS REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL.� It is a market research tool being used to determine potential and eligible vendors capable of providing� the Mk70 Boosters described herein prior to determining the method of acquisition and issuance of a Request for Proposal.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY: The Product Service Code (PSC) for this requirement is 1420.� The North American Industry Classification System (NAICS) is 336415; size standard 1,250 Employees.� All interested businesses are encouraged to respond.� SUBMITTAL INFORMATION: It is requested that interested businesses submit a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) to the contracting office, demonstrating the ability to meet the requirements outlined above.� The documentation must address, at a minimum, the following: Company contact information to include company Name, company address, cage code, company business size, and point of contract (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees and DUNS number Identify whether product(s) offered are procurable under a General Services Agreement (GSA) contract vehicle and if so, identify the number of that contract, along with a Government POC and contract information. Statement regarding capability; including any repair and warranty statement If you are a small business, provide an explanation of your company�s ability to perform at least 50% of the tasking described in the specifications.� It is important to note the limitations on subcontracting, as indicated by FAR Clause 52.219-14. The capability package shall be sent via email to Ms. Samantha Lysaght, NAVAIR Contract Specialist at samantha.l.lysaght.civ@us.navy.mil.� Submissions must be received at the office cited no later than 17:00 Eastern Standard Time on July 8, 2022. All interested parties must submit written responses, via electronic mail.� The Navy does not intend to award a contract on the basis of this request or otherwise award a contract on the basis of this request or otherwise pay for the information solicited.� While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information.� The Navy will not use any information provided to level your company�s approach relative to another competitor.� All information received in response to this Request for Information/Sources Sought Notice that is marked PROPRIETARY will be handled accordingly.� The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified.� Proprietary information will be safeguarded in accordance with the applicable Navy regulations.� Responses to this Request for Information/Sources Sought Notice will not be returned.� Respondents will not be notified of the results of the review. Failure to respond to this Request for Information/Sources Sought Notice does not preclude participation in any future associated Request for Proposal (RFP)/Request for Quotation (RFQ) that may be issued. Information provided in no way binds the Navy to solicit or award a contract.� If a solicitation is released, it is anticipated it will be synopsized at https://beta.sam.gov.� It is the potential vendor�s responsibility to monitor this for release.
