Description
REQUEST FOR INFORMATION (RFI):� This is a SOURCES SOUGHT notice for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of the evaluation.� It does not constitute a commitment by the US Government.� The 414th Contracting Support Brigade, Regional Contracting Office Italy considers a requirement for Design-Build (DB) & Design-Bid-Build (DBB) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for a full range of construction projects that may be required by the U.S. Government within the country of Italy. Potential offerors must be able to perform all aspects of this requirement.� The purpose of any resulting MATOC is to provide a variety of construction services as specified within the �project scope� below, throughout the nation of Italy. PROJECT SCOPE:� Contractors will be expected to accomplish a variety of tasks, including design build, repairs, additions, upgrades and new construction.� Contractors will be required to furnish all labor, tools, materials, equipment, supervision, personnel, etc. to complete each Task Order.� The successful contractor(s) will provide management, labor, materials, equipment, and supervision to accomplish a broad range of design build construction, repair, upgrades, renovation, and operational support such as maintenance of real property for various infrastructure and facilities in the country of Italy.� Responsibility for Design:� Contractor(s) shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other non-construction services furnished by the contractor under this contract. The Contractor(s) shall, without additional compensation, correct or revise any errors or deficiency in its designs, drawings, specifications, and other non-construction services and perform any necessary rework or modifications, including any damage to real or personal property, resulting from the design error or omission. The standard of care for all design services performed under any resulting agreement shall be the care and skill ordinarily used by members of the architectural or engineering professions practicing under similar conditions at the same time and locality. Notwithstanding the above, in the event a resulting contract specifies portions of work be performed in accordance with a performance standard, the design services shall be performed so as to achieve such standards. Construction work may include:� grading, water lines, sewer lines, painting, roofing, renovation of interiors of existing buildings, new building construction, electrical substation construction, structural construction, Heating, Ventilating, and Air Conditioning (HVAC) systems and components, refrigeration systems, fire suppression systems, fuel pipeline and storage systems, power and services supplies, distribution and utilization systems (including lighting), power generators, public address systems, fire alarm systems, telephone systems, asbestos, lead based paint, and petroleum-contaminated material abatement and disposal, and exterior site and systems work such as utilities infrastructure, roadways, sidewalks, parking lots, landscaping, and irrigation.� The successful contractor(s) will comply with Italian prescribed laws, policies and procedures for performance of services and have all required certifications and licenses. TYPE OF CONTRACT:� This acquisition, if solicited and awarded, will result in a five-year base IDIQ MATOC (no options).� The IDIQ MATOC will issue firm-fixed price Task Orders for a wide variety of construction projects to be competed and awarded.� It is the Government�s intent to make multiple contract awards under a single solicitation.� The solicitation will result in MATOCs entered into in accordance with FAR 16.504(c). SELECTION PROCESS:� The Government anticipates the use of FAR Part 15 source selection procedures using a Best Value Trade-off (BVTO).� The following evaluation factors are considered:� Technical (may or may not include sub factors), Past Performance, and Price (via a seed project).� Instructions to Offerors and Evaluation Criteria will be stated in any resulting RFP.� DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT:� The MATOC�s ceiling is estimated at $20 Million for the five-year base period.� Task Order minimum / maximum orders are anticipated at $50K / $1M with the typical Task Order possibly ranging $150K - $750K and averaging $250K. � PLACE OF PERFORMANCE:� The primary location is in and around the Vicenza Military Community (VMC), however, there is consideration to have performance at both VMC and the Livorno/Darby area.� Please annotate in the provided survey if able to support one or both of these areas. SUBMISSION INSTRUCTIONS: Return survey responses via email to Contract Specialist, Ingrid Smith, at ingrid.v.smith.civ@army.mil with a copy to Contracting Officer, Jeffrey Morris, at jeffrey.s.morris16.civ@army.mil NO LATER THAN 4:00 pm local time (Central Europe Time) on 09 Jun 2022.� In the subject line state �CONTRTACTOR NAME � Vicenza Design Build and Design-Bid-Build IDIQ MATOC.�� All information associated with this potential requirement will be posted only on the SAM website (https://sam.gov). Responders must be registered and active in the System for Award Management (SAM).� Responders are solely responsible for all expenses associated with responding to this RFI Sources Sought.� No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.� All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.� As noted above, this RFI is issued solely for information and planning purposes only and does not constitute a solicitation.� THIS NOTICE IS FOR THE PURPOSE OF DETERMINING INDUSTRY INTEREST AND CAPABILITY.� THIS NOTICE IS NOT A REQUEST FOR PROPOSAL AND PROPOSALS RECEIVED AS A RESULT OF THIS NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
