Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Correct Seismic Deficiency B13 project at the Marion VA Medical Center (VAMC) located at 2401 W Main Street, Marion, IL 62959-1165. PROJECT DESCRIPTION: This project is for a structural upgrade to the seismic force resisting systems of the Marion VAMC s administrative headquarters, designated hereafter as Building 13 or B13, to meet all applicable current seismic codes and regulations. The building is a 10,159 GSF, 2-story building (with basement). It is a reinforced concrete frame and floor slab structure with a built up roof which was originally built in 1940. The building is on the National Register of Historic Buildings. The character of the exterior façade will not be altered except as needed to meet the life/safety and accessibility requirements of the project. The proposed solution to strengthen B13 s seismic force resisting system is to provide a reinforced shotcrete wall around the perimeter walls on all floors, except for the east and west wings of the building. To achieve this, demolition of the intersecting 1st and 2nd floor walls is required to provide a 3-foot or more working area adjacent to the perimeter walls. The basement will also receive a reinforced shotcrete wall around its perimeter as well as demolition of its structural clay tile walls which infill around some of that level s columns. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued on or about April 19, 2022. The period of performance is approximately 364 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. All questions must be submitted in writing to the issuing office via email to joshua.slapnicker@va.gov.
