- Notice of Intent � FDA112373 This notice is not a request for competitive quotes. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to Harvard Kennedy School for the Senior Executive Fellows Program. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Part 13. The NAICS Code for this action is 611310� Colleges, Universities and Professional Schools. The proposed contract action is for a training program which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1)(i). This training program is one of the mandatory steps required for selection to, assessment of, and continued assignment within the Senior Executive Service (SES). All candidates must complete a required formal four (4) week in-classroom setting training program that addresses each of OPM�s Executive Core Qualifications (ECQs) defined in the program to earn an Executive Certificate in Public Leadership.� Any other firms desiring consideration must fully identify their interest and capability of meeting the requirements by submitting a capability statement, a point of contact, official organization name, and unique indentity ID number not to exceed 3 pages to Madeline Bryant at madeline.bryant@fda.hhs.gov no later than May 24, 2022. Any response shall undergo review to determine if it can meet the requirements.� A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government.
