- This announcement is a Notice of Intent to Award Sole Source by the 55th Contracting Squadron; Offutt Air Force Base, Nebraska. This Notice of Intent does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. United States Air Force 2nd Weather Squadron, 557th Weather Wing has a requirement to provide solar optical and radio observations, analyses, and reports using the Solar Observing Optical Network (SOON) (AN/FMQ-7) telescope and Radio Solar Telescope Network (RSTN) Systems.� The RSTN comprises of the Radio Interference Measuring Set (RIMS) (AN/FRR-95), the Solar Radio Spectrograph (SRS) (A/F24U-10) and their associated computer subsystems.� The contractor will also be required to perform preventative maintenance, scheduled, and unscheduled maintenance of the equipment required to accomplish the mission. This bridge effort is necessary to allow time to conduct and finalize negotiations for the San Vito Solar Observatory follow-on effort. The bridge contract will extend the current definitive contract utilizing both firm fixed price (FFP) and cost reimbursable (CR) CLINs for a 2-month period of performance (2-one-month options). The Government intends to award a sole source bridge contract to PTSI Managed Services Inc. under the statutory authority 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This action assumes PTSI Managed Services Inc. is the only contractor capable of providing this service without causing an unacceptable delay in fulfilling the San Vito Solar Observatory requirement.� The Justification and Approval document will be made available within 14 days of contract award. Responses to this notice of intent must clearly demonstrate that competition would be advantageous to the Government and would not result in degradation to the mission.� Questions or comments related to this Notice of Intent to award sole source should be directed to the Contracting Officer, Megan Gritz at megan.gritz@us.af.mil
