- Description
- The United States Government, represented by the U.S Agency for International Development to Malawi (USAID/Malawi), is seeking proposals from qualified U.S. or non-U.S., non-profit or for-profit organizations, to support the Government of Malawi in its commitment to provide increased access to secondary education as detailed in Section C of this Request for Proposal (RFP). The purpose of this contract is to construct Community Day Secondary Schools (CDSSs) in 18 Districts across Malawi. USAID anticipates awarding up to four (4) Firm Fixed Price (FFP) contracts as a result of this solicitation, covering a total period of performance of twenty-five (25) calendar months, comprising thirteen (13) months from the contract award date to complete construction, and a construction warranty period of twelve (12) months following the date of Final Completion. The contracts will be divided into 4 Lots based on geographical areas.The sites for the schools are further divided into 2 (two) Groups as follows: ? Group A : 2 large lots of 19-20 schools each ? Group B : 2 small lots of 6 schools each Group A Lots:�Have been set aside for �Malawian Firms� as defined in the National Construction Industry Act No.19 of 1996. Only bids from Malawian Firms will be accepted for Lots B1 and B2.The Contractor may bid on one or both of the Group A Lots. USAID may award Group A Lots to one or two separate offerors. Group B Lots:�Will be conducted under Full and Open Competition procedures, pursuant to Parts 6 and 15 of the Federal Acquisition Regulation (FAR).� Firms bidding on both Lots A1 and A2 can win both lots if they demonstrate the capacity, and can make bids more competitive by offering a discount if they would win both Group A Lots.�The Contractor may bid on one or both of the Group B Lots. USAID will award Group B Lots to two separate offerors. Only Malawian firms are eligible to bid on Group B Lots. In accordance with Section L.7 of this RFP, the Offeror shall indicate in their proposal, the number of Lots they have submitted bids for, identify the numbers of the Lots, as described in Section C.5, for which their proposals are being submitted and indicate the maximum number of Lots they have the capacity to build. The Offeror�s proposal, in accordance with Section L.1(d) of this RFP, will remain valid for one hundred and twenty (120) days. Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time.� All proposals shall be submitted and respond to the contents of this RFP.�
