- Page 9 of 9 COMBINED SYNOPSIS/SOLICITATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-87, dated March 07, 2016. The North American Industrial Classification System for this requirement is 532120 - Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing. Solicitation is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) contract. The Department of Veterans Affairs Healthcare System has a requirement for Storage and Desks. The Contractor shall furnish all supplies/services at: The Department of Veterans Affairs San Diego. STATEMENT OF WORK AND CRITERIA Submitting Quotes: Offeror(s) shall submit their quote on company letterhead and shall include the completed pricing forms, along with name, address, telephone number of the offeror, firm s DUNS number and total price. Offerors shall have completed FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items in Systems for Award Management (SAM) at www.sam.gov as required by FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items. STATEMENT OF WORK CONTRACT TITLE: BSL3 laboratory based on the Biosafety in Microbiological and Biomedical Laboratories 5th Edition guidelines. Project Overview The contractor shall construct a high-containment laboratory within a 53 foot long trailer chassis to be deployed as a mobile BSL-3 laboratory solution. The trailer laboratory shall have appropriate exterior lighting to comply with vehicle regulations for interstate travel in the United States. Physical Location The proposed supplied mobile BSL-3 trailer solution shall be located at the San Diego Veteran Healthcare Center 3350 La Jolla Village Drive, San Diego, CA 92161. General Facility Description Provide a BSL3 laboratory based on the Biosafety in Microbiological and Biomedical Laboratories 5th Edition guidelines. The laboratory is provided for a complete laboratory solution. This includes a separated mechanical space to house the BSL-3 HVAC/HEPA air filtration system, plumbing and electrical components including BMS, fire alarm, access control, CCTV systems. Room Configuration The laboratory layout shall consist of three separate rooms and a mechanical space. Upon entering the trailer, the first room shall be an Entry Office. The main entrance door of the unit is equipped with a proper security lock and automatic closer and is located at the rear of the trailer. The second room is the Anteroom. The third room is the BSL-3 Lab. Mechanical Room shall be at the front of the trailer above the tongue. The Mechanical Room entry shall be accessible from outside the lab and shall be equipped with a proper security lock and automatic closer. Segregation and Classification This facility shall have three (3) segregated areas: Entry Office, Anteroom, and BSL3 Lab. Entry Office- This room is the entry into the laboratory area. The room shall have a BAS control panel for inspection and review of the laboratory operations. This room is to provide a proper barrier between exterior and containment areas as required. Anteroom- This room is the intermediary buffer in containment level from the primary BSL-3 laboratory space to the Entry Office and exterior of the trailer. BSL3 Laboratory- For general lab use along with primary containment devices. This room shall include a camera connected to the CCTV system. This laboratory area offers work area for general laboratory duties. Architectural Overview General Construction Trailer to be constructed to accommodate 24/7/365 operation. 53 foot trailer platform. Mobile BSL-3 laboratory trailer shall be assembled and tested prior to transport to site. Mobile BSL-3 laboratory trailer shall be protected from the elements during assembly. Exterior Doors Door structure shall be fabricated from steel framing. Seal to be EPDM rubber with factory applied self-adhesive opposite to sealing surface. Seal to be produced from closed cell material to limit moisture absorption Door shall be insulated internally with rigid foam board or equal. Exterior Door Hardware Exterior operator shall be a lever type pull with mechanical keylock. Exterior finish of all door shall be brushed anodized aluminum appearance for trim caps and white clad to match the adjacent trailer panels. Lock set hardware Shall include an interchangeable core body installed within a cylinder guard ring to protect cylinder body from manipulation. Interior finish of the door shall be made from an Arcoplast panel to match the interior Arcoplast wall board. Lock body to be furnished with a temporary core; keyed alike to other doors for testing and shipment. Customer may rekey or replace these temporary cylinders with specific cores if required. Signage/Labels Interior room spaces Shall be labeled by Room Number and Location Name described in Section 4.0 Data/Telecom Jacks to be labeled following the data plan drawing, if applicable, carrying the id of D-X Electrical outlets to be labeled following the electrical distribution plan and carrying the ID of Panel Name-Circuit Number (i.e. S1-1, Subpanel 1, Circuit 1). Electrical distribution panels to be labeled following the panel schedule names ( ie MDP1 , Main Distribution Panel 1 ) Electrical distribution panels shall contain laminated panel schedules relating to the panel schedule drawing. Interior Office/Lab Spaces Walls: Office/Lab spaces shall have walls constructed of Arcoplast panels specifically manufactured for containment environments, and are designed to withstand the application of standard cleaning chemicals used in the industry. Seams between panels Shall be minimized by custom panels up to 40 in length and finished flush. Smaller spaces Shall use monolithic panels. Ceilings: Office/Lab spaces shall have grid ceilings constructed of Arcoplast panels and grid material specifically manufactured for containment environments, and are designed to withstand the application of standard cleaning chemicals used in the industry. Seams between panels Shall be minimized by custom panels up to 40 in length and finished flush. Smaller spaces Shall use monolithic panels. Flooring: Office/Lab spaces shall have vinyl flooring with welded seams and monolithic radius cove where the flooring meets walls. Flooring shall be designed to withstand the application of standard cleaning chemicals used in the industry. Doors: Office/Lab spaces shall contain hollow metallic doors. Doors shall be designed to withstand the application of standard cleaning chemicals used in the industry. Interior doors shall have full height windows. Interior doors shall accommodate gasketing on three sides if required to maintain space pressurization. Doors shall contain an adjustable sweep to adjust door pressurization airflow. Doors shall have closers. Light Fixtures: Sealed fixtures shall be supplied that can withstand laboratory operating pressure. Hand Wash Sinks 304 stainless steel sinks to be provided. Sinks are to be brushed finish with rounded edges for clean-ability. Sinks valves and plumbing to be concealed within stainless steel housing behind a cleanable, sealed access panel. Sink in the BSL-3 Lab room is to have wrist paddle faucet. Sink in the BSL-3 Lab room to be a combination sink-eyewash. Eye Wash Stations / Safety Showers Eyewash to be provided and integrated with the sink in the BSL-3 Lab room. Eyewash to be continuous flow with drench hose. Drainage Waste is to be gravity drained and hard piped into a storage tank located outside of the lab space. Tank to have sanitary connection with isolation to allow for disposal. Tank to have ability to add chemical disinfecting agent to the effluent prior to disposal. Mechanical Systems Ventilation Ventilation system shall service interior BSL-3 Lab spaces with 100% outside air. No recirculation is allowed from interior spaces to AHU within containment zone. Office/Lab spaces to contain ceiling mounted HEPA filtration as terminal units and low wall exhausts. Mechanical design should allow ~20% additional airflow capacity should test and balance require it. Cooling, Heating and related services should observe 6.1.4 Provisions should be made to allow major service work to take place. ie removal of pumps or access to internal AHU components. CHANGES: The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in costs incurred as a result thereof. VA POLICY: Possession of weapons is prohibited. Enclosed containers, including tool kits, are subject to search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court. PARKING POLICY: It is the responsibility of Contractor personnel to park only in designated parking areas. Parking information is available from the VA Police. The VA shall not validate or make reimbursement for parking violations of the Contractor s personnel under any circumstances. IDENTIFICATION BADGES: All Contractor personnel are required to wear identification (I.D.) badges during the entire time they are on the VA Healthcare System grounds. I.D. badges must have an identification picture and shall state the name of the individual and the company represented. SMOKING POLICY: Smoking is not permitted within the VA Healthcare System facilities campus. NORMAL WORKING HOURS: Normal hours of operation are Monday through Friday from 7:30 am to 4:00 pm Pacific time. All work is expected to be performed generally during normal hours of coverage unless requested or approved by the COR or his/her designee. Before commencement of work, the Contractor shall confer with the VA COR and Contracting Office to agree on a sequence of procedures; means of access to premises and building. All work performed, to include delivery of materials and equipment, shall be made with minimal interference to Government operations and personnel. Work performed outside the normal hours of coverage must be approved by the COR or his/her designee. OVERTIME AND NATIONAL HOLIDAYS: Any overtime or holiday pay that may be entitled to the Contractor s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government. The Contractor is not required to provide service on the following U.S. Government holidays nor shall the Contractor be paid for these days: New Year s Day January 1 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 11. PARKING POLICY It is the responsibility of Contractor Staff to park only in designated parking areas. Parking information is available from the VA Police. The VA shall not invalidate or make reimbursement for parking violations of Contractor personnel under any circumstances. 12. BADGES All Contractor personnel shall be required to wear VA provided identification (I.D.) badges above the waist at all times while on the VA grounds. The Contractor shall be required to coordinate with COR in order to obtain the VA provided I.D. badges for all staff. All VA provided I.D. badges shall be returned at the end of the contract or as requested by the COR. Failure to wear I.D. badges may result in removal from federal property. 13. GOVERNMENT FURNISHED EQUIPMENT (GFE) No GFE will be provided. 14. INVOICING The Contractor shall invoice the Government after each schedule visit in arrears. The Contractor shall invoice the Government according to the pertaining Line Item Number (LIN) corresponding to the building(s) that was/were serviced during the scheduled visit; buildings not serviced shall not be billed during the scheduled visit. No advance payments shall be authorized. Payment of invoices may be delayed if reports are not completed and submitted as specified in this statement of work. The invoice shall be itemized to include the following minimum information: Invoice Number and Date. Contract Number. Obligation Number. Date of service. Line item. Participating facility.
