Description
This is a PRE-SOLICITATION NOTICE for the titled project �Great Salt Plains Stilling Basin Repairs� located in Alfalfa County, Oklahoma.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. �No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. The U.S. Army Corps of Engineers � Tulsa has been tasked to solicit for and award a contract for repairing concrete deficiencies within the Great Salt Plains Stilling Basins, Alfalfa County, Oklahoma.� The proposed project will be a competitive, firm-fixed price contract procured in accordance with FAR 15, Negotiated Procurement, using the trade-off process.� This will be a small business set aside competitive procurement that will result on the award of one (1) Firm-Fixed Price, �C� Type contract.� Project Description: The scope of this project is for repairs to concrete deficiencies within the Great Salt Plains Stilling Basins.� Repairs to concrete will not require the handling of riprap, coarse aggregate, silt, debris, and other foreign material deposited within the stilling basin other than at locations of repairs.� Dewatering of the Great Salt Plains stilling basins and lowering of the downstream tailwater will not occur during performance of this requirement; all work within the stilling basins will be accomplished under water. The Contractor will be expected to propose the Means and Method to accomplish the work. Contractor shall provide all labor, equipment, and materials and perform all operations necessary for the following tasks: (1)� Construct and maintain upland temporary access/haul roads to perform work in accordance with work requirements. �Fill in the channel or stilling basins will not be allowed; (2)� Relocate all riprap, coarse aggregate, silt, debris, and other foreign material deposited within the areas of stilling basin repairs; (3)� Repair deficient concrete areas as identified; and (4)� �Restore constructed and damaged access/haul roads used in performance of requirement. Estimated duration of the construction phase of this project is 200 calendar days. In accordance with FAR 36.204, the estimated magnitude of construction for this project is between $500,000 and $1,000,000. The North American Industry Classification System code for this procurement is 237990, �Other Heavy and Civil Engineering Construction�, which has a small business size standard of $39.5M.� This project will be solicited as a Small Business acquisition.� Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting that a firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. ADDITIONAL INFORMATION:� Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website. It is, and will continue to be, the responsibility of all potential Offerors to monitor the SAM.gov website for any amendments, updates, responses to industry questions/comments, etc. The Government will not be maintaining a mailing list. The anticipated solicitation issuance date will be on or about 25 May 2022, and the estimated due date for proposals will be on or about 25 June 2022.
