- Original Draft Solicitation: Issued 4/15/22 Amendment 1 - updated�the closing date for questions from April 27, 2022 at 12 PM EDT to April 28, 2022 at 5:00 PM EDT. Please see attached SF-30. Amendment 2�- hereby: 1) Amends the solicitation from draft to final. 2) Provides responses to the timely questions received and updates the solicitation and Statement of Work accordingly. 3) Deletes the previous Attachment 4 ""SCRA Questionnaire"" and replaces it with a revised Attachment 4 ""SCRA Questionnaire"". 4) Modifies the due date for proposals, past performance questionnaires and SCRA questionnaires from May 16, 2022 12 PM EDT to May 23, 2022 12 PM EDT, and 5) Modifies the annual performance period of the contract from August 22 to August 21 to an annual performance period of August 29 to August 28. Proposal Due Date Extended to May 23, 2022 @ 12 PM EDT Attached are responses to questions, the final RFP and amended Attachment 1, 3, and 4. Attachment 2, 5 and 6 remain unchanged. Additionally, the following description of the description is added. NOAA�s POES satellite system is the secondary data source complementing the flagship Joint Polar Satellite System (JPSS) Mission, which operates out of a different ground system and is the primary data source for NOAA Low Earth Orbiting (LEO) observations. Data from the POES series supports a broad range of environmental monitoring applications including weather analysis and forecasting, climate research and prediction, global sea surface temperature measurements, atmospheric soundings of temperature and humidity, ocean dynamics research, volcanic eruption monitoring, forest fire detection, global vegetation analysis, search and rescue, and many other applications. NOAA�s strategic expectations in supporting its federal, domestic and international partners requires the continuation of science collection from these observatories, while at a reduced operations cost.� NOAA requires the continuation of the POES satellite system, and seeks to migrate its core Command, Control and Communications (C3S) Capabilities to a Contractor-provided Ground System. The purpose of this Solicitation is to accomplish this migration and to demonstrate the concept of operating Government owned meteorological satellites by means of a commercially operated Ground System as a Service (GSaaS) capability.
