This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The North American Industry Classification System (NAICS) code for this procurement is 492110 Couriers and Express Delivery Services. The Environmental Protection Agency (EPA) is performing market research to identify contractors that possess the capabilities to provide support for the EPA's OITA need for courier services for passports, and passport and visa applications between the Ronald Reagan Building and International Trade Center, located at 1300 Pennsylvania Avenue N.W., Washington, DC 20004 and various other locations within the Washington, DC metropolitan area. The draft requirements are as follows: Required Tasks: 1. The contractor shall deliver documents and packages to and from the following locations: � Washington, DC, lower and upper, including; Georgetown; Massachusetts Avenue NW; Embassy Area; Connecticut Avenue NW (Van Ness area); � Suburban Maryland (MD); � Northern Virginia (VA); � And Fort Mead, MD. EPA estimates 80-90 trips per month. 2. The contractor shall respond to requests for deliveries within the following timeframes: � 60-90 minutes for regular services; � 30-45 minutes for rush services within Washington, DC; � 2 hours for rush services to suburban MD and Northern VA; and � 3 hours for services for Fort Meade, MD. 3. The contractor shall have on-line tracking capabilities. 4. The courier will provide coverage for financial risk or loss. 5. The contractor must have a secure holding place for passports, and passport and visa applications, and other documents and packages if they are returned, or delivery cannot be met due to unforeseen circumstances that may occur during operating hours. 6. �The contractor shall be able to monitor all couriers that are in the process of a delivery or pick up and be able to provide updates to the Government upon request. Additionally, the contractor will provide proof of delivery emails, stating the last name of the person that signed for the delivery to the OITA staff member that initiated the courier request and the Contracting Officer�s Representative (COR). The contractor shall provide all couriers and staff all equipment necessary to complete all required deliveries�. 7. The couriers must provide direct coordination with an agent at the various Embassies where EPA delivers visa applications and passports. The deliveries require same-day and round-trip services. Depending on the Embassy, couriers often experience a lengthy wait time of up to 45 minutes before being seen by an agent. Couriers are required to submit the applications and wait while documents are being reviewed and a pick-up receipt prepared. Couriers are scheduled to return to the Embassies at a later date, specified by the Embassy, to retrieve the passport and visa. 8. The processing of official passports at the Department of State�s Special Issuance Agency may also require same-day, round-trip and expedite services. The Office of International and Travel Affairs receives frequent last-minute requests for official passports, many from the office of the Administrator, from Special Agents or emergency responders, or from EPA travelers who have received a late invitation to participate in international negotiations or conferences. In these instances, same-day service is always required. Interested parties may submit a brief capability statement demonstrating how their firm is capable to perform all abovementioned services will be met within the timeframes specified and how all additional services will be met. Standard brochures and/or paraphrasing of the Statement of Work will not be considered sufficient to demonstrate the capabilities of an interested party. Please indicate the following information in your response, not to exceed 10 single-sided pages formatted with 1-inch margins and 12-point font: 1. Capability statement demonstrating how the required abovementioned services will be met within the timeframes specified and how all additional services will be met. 2. One primary and one alternate point of contact within your firm, including telephone numbers and email addresses. 3. Name of business and business size for the referenced NAICS code. 4. GSA Schedule contract number and period of performance (if applicable), if it fulfills requirements of the draft Statement of Work. 5. Discussion of any potentially significant organizational conflicts of interest. 6. Any comments or concerns regarding draft Statement of Work or subject procurement. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. Businesses shall submit electronic copies of their respective capability statements through FedConnect or to Frank Burton at burton.frank@epa.gov no later than 12:00 pm Eastern Standard Time (EST) May 13th, 2022.
