Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Office of Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Aerosol Devices Inc. out of Fort Collins, CO, for a 8 new Magic250 CPC condensation particle counter. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Aerosol Devices Inc. is the manufacturer of the Model 210 MAGIC CPC and is the only instrument that will suit our needs for the measurement of total particle number concentration in a Mobile Observatory setting. The MAGIC is a water-based CPC that uses a patented, three-stage �moderated� condensational growth system to enlarge particles as small as 5 nm into droplets that are easily detected optically. It can measure in any orientation, so tilting and tipping the instrument are not a concern. It has been successfully used on mobile platforms before, including vehicles, aircraft, aboard ships, on drones and bicycles. The MAGIC uses ordinary distilled water as its condensing fluid, so there are no special concerns over procurement, shipping or storage of the working fluid. With the larger water reservoir option, the MAGIC is capable of running in unattended operation for over 2 months. The Model 210 MAGIC CPC is an instrument that is running at several of our NFAN stations, and many more of them are in use around the world in similar monitoring applications. Delivery of the units is by 9/15/2022 to Boulder, CO. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
