Description
BACKGROUND This RFI is being issued by GSA R10 AAS on behalf of the Northern Border Regional Commission, for its requirement Infrastructure Bill Consulting Services.� The Northern Border Regional Commission (NBRC) is a Federal-State partnership for economic and community development in Maine, New Hampshire, Vermont, and New York. �Each year, the NBRC provides Federal funds for critical�economic and community development projects throughout the northeastern United States. Its mission is to catalyze regional, collaborative, and transformative community economic development approaches that alleviate economic distress and position the region for economic growth. The NBRC has been appropriated $150 Million as part of the �Bipartisan Infrastructure Bill�, H.R. 3684 https://www.congress.gov/bill/117th-congress/house-bill/3684/text. The NBRC will deploy these funds to counties within the Agency�s four state service region (Maine, New Hampshire, Vermont, and New York) across the below four (4) categories of infrastructure: Transportation; Basic public infrastructure (water and wastewater); Telecommunications infrastructure (cellular communications and broadband); Renewable and alternative energy infrastructure NBRC is looking for a small business contractor to conduct primary and secondary research in identifying underserved communities in their four (4) state service region to deploy the funds in an inclusive manner, taking care to recognize underserved communities and to identify potential capacity issues that might prevent those communities from accessing NBRC funds. The information obtained will result in a Final Report which will articulate what the priorities are for infrastructure development in each county or region as well as identify any ""gaps"" in funding among these priorities. This will help ensure that the NBRC allocates the funds equally across all four NBRC States. �A �draft� copy of the PWS (Attachment 1) is included for industry to review and provide feedback. No information received will be shared outside of the Government; however, any information obtained through this effort may be used to finalize the solicitation. Interested parties are encouraged to submit questions related to the project scope along with responses to the Government�s questions below: PROPOSED CONTRACT TYPE AND PERIOD OF PERFORMANCE This procurement is intended to be a 100% small business set-aside under NAICS 541611 � Administrative Management and General Management Consulting Services (Size Standard $21.5M). The proposed period of performance for this contract is five (5) months from date of award (anticipated on or about 7 June 2022). The proposed contract type is Firm Fixed Price (FFP). For informational purposes, the Government estimates that this will be a full time effort for three individuals for the five (5) month period of performance. REQUEST FOR INFORMATION Responses to this RFI should be limited to no more than three pages. �Pages 1 and 2 of the �submission will respond directly to the questions related to: Comments regarding conflicting language. Comments regarding ambiguous, vague, or unclear language. Comments on description of the scope. Comments on estimated level of effort as it relates to the period of performance and PWS.
