Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER 86614622Q00004 The U. S. Department of Housing and Urban Development (HUD) intends to make a sole source award to Black Knight Data and Analytics, LLC for subscription services for mortgage performance data and analytic products. The authority permitting a sole source acquisition is FAR 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items - 41 U.S.C. 1901- Sole Source (Including brand name) Acquisitions. The subscription will consist of a base year plus four option years. According to preliminary market research conducted, Black Knight Financial Services, Inc. is the sole provider of a subscription to a database that provides reliable mortgage origination, performance, delinquency/foreclosure, and forbearance data at the National loan level. HUD Economists and Policy Analysts use this data in order to evaluate changes in housing and mortgage markets and to gauge the effectiveness of HUDï¿½s responses to changes in those markets.ï¿½ Contractor shall provide HUD with subscription services that include: I. Primary mortgage, performance data and forbearance data ï¿½ ï¿½ ï¿½A. Mortgage data including, but not limited to the following: ï¿½ 1. At least 33+ million active first lien mortgages or at least 62% of the mortgage market, and 218+ million mortgage loans in database. ï¿½ 2. Data fields: credit score; delinquency status; interest rate; loan balance; original loan amount;ï¿½ loan-to-value ratio (LTV); loan age; ARM indicator; negative amortization indicator; loan purpose; property type; geography ï¿½ state, county, MSA, zip-code; payment history; origination date; mortgage type; product type; investor; documentation status; occupancy; pre-payment penalty status; payment ï¿½ principal, interest, taxes, & insurance; foreclosure status; mortgage insurance provider; AUS; charge off amount; loss mitigation status - mod type, workout type, duration of mod, interest rate before/after mod, remaining term before/after mod, P&I before/after mod and other similar fields. ï¿½ 3. Continuous time series mortgage performance data (delinquencies, foreclosures, and REO) for prime and subprime mortgages that allows HUD to track individual loans or loan cohorts from 2004 to present. B. Online access to mortgage data,ï¿½with monthly data updates, and User IDs for ten HUD staff/contractors. C. Monthly Download of Loan Level Data File. D. Monthly Data Summary Report ï¿½ ï¿½ ï¿½ ï¿½1. Warehouse Distribution Report; ï¿½ ï¿½ ï¿½ ï¿½2. Market Summary Trends; ï¿½ ï¿½ ï¿½ ï¿½3. Delinquency and Migration Analysis Report; ï¿½ ï¿½ ï¿½ ï¿½4. Monthly Overview-Traditional Products; ï¿½ ï¿½ ï¿½ ï¿½5. Monthly Overview-Exotic Products E.ï¿½ï¿½ ï¿½User Support-Contractor will provide point of contact with 24-hour response time to assist data users with respect to data results, the online interface, downloadable data files, or other questions. F.ï¿½ï¿½ ï¿½Training with respect to 1) Online mortgage analytic tool and 2) Loan level data download. G.ï¿½ï¿½ ï¿½Monthly conference calls summarizing/analyzing new data releases. H.ï¿½ï¿½ ï¿½Loss Mitigation Module and forbearance data. ï¿½ ï¿½II.ï¿½ï¿½ ï¿½Analytic Platform (AP, cloud based) A.ï¿½ï¿½ ï¿½Analytic Platform (AP) is a cloud-based data analytic platform. ï¿½The platform provides service of storage and analytics for primary mortgage-market and performance data, and mortgage-performance (including but not limited to forbearance) data report mentioned in this document. ï¿½Further, AP also supports and provides similar service for HUD-contributed data sets. ï¿½Data can be linked and queried via AP. Data can be updated frequently. It has scalability for HUD usage and analytics. ï¿½AP supports multiple languages (for example, SQL, R, Python, and Scala). ï¿½AP is capable of Traditional Analytics, Data science, including but not limited to pre-configured analytics. ï¿½ AP has the usual capability to upload, join, develop, query and view data sets; ad hoc reporting and analytics development; portability of visual, data, and code outputs; multiple export options for exporting data and analysis; (cloud- hosted) speed & flexibility to display results & visualizations. The platform is also directly integrated with BI tools such as Power BI and Tableau, in order to facilitate end-to-end analytic creation, execution and reporting. ï¿½Within AP there are a multitude of pre-built queries and workspaces provided to HUD to facilitate ease of data use.ï¿½ B.ï¿½ï¿½ ï¿½AP User IDs for 15 HUD staff/contractors C.ï¿½ï¿½ ï¿½User support- sufficient AP onboarding, guidance and support as needed by HUD. ï¿½Contractor will provide point of contact with 24-hour response time to assist data users and analysts with respect to data results, the online interface, downloadable data files, prewritten or HUD written queries or other questions. Training with respect to (1) use of AP platform, (2) loan level downloading and, (3) the use and writing of queries, including prewritten and HUD analyst written queries.ï¿½ THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than May 19, 2022, 11:00am EST. Responses shall be submitted to CPOFTW@hud.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state ï¿½Capabilities for Providing Mortgage Performance Data and Analytic Products Subscriptionsï¿½, or it will be deleted as junk mail. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Black Knight Financial Services mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer.
