Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS ONLY.  It is NOT a request for offers proposals, quotations, or invitations for bids or proposals.  The notice does not represent a commitment by the Government to issue a solicitation or award a contract.  The responses will be used for market research to determine the availability and adequacy of potential small business sources.  The Government is not obligated to and will not pay for information received as a result of this announcement. Stratton VA Medical Center (VAMC) in Albany, NY, 12208 is conducting a sources sought to seek qualified and experienced small business contractors to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service Disabled Veteran-Owned,; and their size classification relative to the North American Industry Classification System (NAICS) 237990 size standard 39.5 Million code for the proposed acquisition. Responses to the information requested will assist the Government in determining whether a set aside is possible or whether full and open competitive procedures should be utilized.  Any firm that is not considered a service-disabled Veteran Owned Small Business under the applicable NAICS 237990 code should not submit a response to this notice ADMINISTRATIVE: The proposed project will be a competitive, firm-fixed-price contract. Stratton VAMC will be posting a solicitation on or about June 15, 2022. In accordance with Veteran Affairs Acquisition Regulation (VAAR) 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code for this action is 237990 with a size standard of $39.5 million. The duration of the project is currently estimated at 220 calendar days from the issuance of a Notice to Proceed. Please note: The analysis of the results produced from this market research effort will help finalize the procurement method and socio-economic set-aside. PROJECT DESCRIPTION: The 528A8-16-807 Repair Parking Lots project is the repair/modification of the existing employee parking lot at the Stratton VA Medical Center (VAMC) in Albany, New York. The employee parking lot is approximately 5.6 acres and is divided into two sections with a total capacity of approximately 800 vehicles. Access is through three gated points with one other access point that is generally used for maintenance activities. The primary reason for the project is that there is a low spot in the parking area that is subject to persistent flooding, which has resulted in damaged vehicles. The flooding has been exacerbated by an ineffective drainage system within the parking lot as well as the City of Albany s combined sewer, which bisects the parking lot, being undersized and unable to remove rainwater during high intensity events. The Scope of Work generally includes: Removal of the existing pavement, drainage infrastructure, lot interior light poles, electric cabling, and access gate mechanisms. Remove an abandoned water line in the parking lot back to the meter vault. Provide temporary parking lot lighting. Re-grade the parking lot. Install new stormwater runoff piping, catch basins, subsurface storage structures and related appurtenances. Install stormwater runoff flow control equipment. Replace two of the three parking gate mechanisms and vehicle sensors in the pavement. Add information screens near the gates. Install the lighting removed in the selective demolition phase to new locations within the parking lot. Install new electric and control cabling. Install new pavement and striping. The project area is the major parking facility for the Albany VAMC staff. The project is phased such that the majority of the parking area will be available during construction. Access to the available parking areas must be maintained at all times. In accordance with NAICS code 237990 size standard 39.5 million to be considered under this Sources Sought Notice.  All respondents are reminded that at least 25% of the cost of contract, not including the cost of materials, must be completed with its own employees per FAR clause 52.219 14(b)(1) Limitations on Subcontracting. CAPABILITY STATEMENT: Interested contractors shall provide a capabilities statement with the following information: Section 1: Provide company name, UEI number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 237990. Also, provide business type (Service-Disabled Veteran Owned Small Business, Section 3: Provide the prime contractor s available bonding capacity in the form of a letter of intent from your bonding company. Section 4: Provide any relevant projects that your company has performed WITHIN the past ten (10) years that supports the same or similar requirement. Please include the project title, description, contract value, start and completion date of each relevant project. Interested contractors shall submit their response via email (electronic submission) of no more than ten (10) single sided pages. This response must be submitted as a PDF document (not scanned) that is no more than 10MB in size. Hard copies will not be accepted. Responses shall be submitted via email to Nicholas.winne@va.gov by MAY 18, 2022 at 2:00 PM ET. Phone calls will not be accepted. The Capabilities Statement submitted in response to this Sources Sought Notice shall not be construed as a bid or a proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government and offeror nor will the Government pay for information solicited. Evaluation letters will not be produced and/or issued to the respondents. At this time, no solicitation exists. If a solicitation is issued, solicitation materials consisting of the bid or proposal instructions, details, specifications, drawings and contract forms will be available on https://beta.sam.gov in electronic format only. All the interested offerors shall monitor the site for the release of any solicitation or synopsis.
