Description
Sources Sought Synopsis The purpose of this Sources Sought Synopsis is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential vendors with economic status of Service-Disabled Veteran-Owned, Veteran-Owned, and other Small Businesses that can provide services per the general requirements below. General Requirements Contractor shall provide contract emergency residential services to beneficiaries within the San Francisco Veterans Affairs Health Care System (SFVAHCS). Period of Performance: The intended period of performance will be for 5 years, which may approximately begin September 30, 2022. � Response Method Any inquiries are to be made in writing by email to the point of contact, Emily Trinh, Contract Specialist. Responses to this notice shall be sent by email to emily.trinh@va.gov by the due date and time of May 20, 2022 12pm (Pacific Time). The email�s subject line should be: SAM � HCHV Emergency Residential Responsible sources are encouraged to submit a response to this sources sought synopsis with a statement of interest on a company letterhead. At a minimum, please provide the below information: Company Name and Address Point of Contact Name, Phone, and Email Unique Entity Identifier (UEI) Socio-economic status as it relates to 624221 ($12.0 Million) Please ensure the System for Award Management (SAM) (sam.gov) indicates this NAICS code if you are interested in the requirement Describe experience in providing emergency residential services within the San Francisco, CA area. Does the company operate a residential program in San Francisco in an established brick and mortar building designated to serve homeless persons? (Y/N) Does the company provide 24/7 staffing? How many clinical and non-clinical staff are present during the day and night? What clinical services are included with the emergency residential service? Does your company have a GSA Federal Supply Schedule (FSS) Contract? If yes, please provide FSS contract number. Advise on the approximate time from admission request to actual admission date. Identify the estimate pricing for required services. This is not a request for quote. This is a request for pricing information for market research purposes only. Market Research Unit Price for Contract Emergency Residential Services (Estimate Annual Quantity: 7,300 units): _______________ Additional comments regarding temporary shelter industry, performance work statement, etc. Before responding, please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, �At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.� See FAR 52.219-14 available in full text at https://www.acquisition.gov/far/part-52 The Service Contract Act will apply. Invoices will only be accepted on a monthly basis. Weekly invoices will not be accepted. Please see the attached DRAFT performance work statement for further details.
