Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) May 4, 2022 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Long Beach Mental Health Hospital and Community Living Center located in the Long Beach VA Healthcare System Long Beach, CA. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Long Beach VA Healthcare System Long Beach Mental Health Hospital and Community Living Center located in Long Beach, CA. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (19) nineteen months. This project will require many actions in the facilitation from construction through activation of three new buildings and a parking structure to completion. The first of the new buildings is a Mental Health Inpatient (MHIP) two-story building consisting of 45 beds and is approximately 82,000 square feet. The second is a Mental Health Outpatient (MHOP) two-story building that is approximately 80,000 square feet. The Community Living Center (CLC) is a three-story building consisting of 120 beds and is approximately 181,000 square feet. Construction on the MH Buildings are schedule to be completed July 2022. Construction on the CLC building is scheduled to be completed February 2023. The Activation contractor will receive the planning documents created by the pre-activation planning contractor and take responsibility for updating, maintaining, and implementing the existing plans and schedules. MHOP and MHIP is activated as Phase 1. Activation to include delivery, assembly, staging, installation, and relocation of FF&E including staff items from previous office location and minor reuse items. CLC is activated as Phase 2. Activation to include delivery, assembly, staging, installation, and relocation of FF&E including staff items from previous office location and minor reuse items. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 15 May 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 06 June 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
