Description
Background.� General Edgar Jadwin Dam is located one mile north of Honesdale, PA on the Dyberry Creek in Wayne County. The dam is operated and maintained by the US Army Corps of Engineers, Philadelphia District and was constructed to reduce flood risks primarily for the Dyberry Creek drainage basin which is a tributary to Lackawaxen River. General Edgar Jadwin Dam impounds water only during periods of heavy rain, snow melt and or a combination of these conditions resulting in large volume runoff. The dam is otherwise considered �dry� and does not have a permanent impounded reservoir. Release of water through the outlet tunnel is not controlled by gates. A waterway barrier (debris boom) is installed in front of the outlet tunnel to prevent debris and large objects from obstructing the intake. The waterway barrier has currently outlived its expected useful life and needs to be replaced.� This is a dam safety priority and a critical component to the functionality of the project. Scope of Work. This is a supply contract for a waterway barrier at Jadwin Dam. The Contractor shall furnish a complete product per specifications of the salient characteristics and features listed in Section 3.0 under Performance Requirements. General Requirements A required supply contract shall be provided at Jadwin Dam as described in the following sections. � General. The Contractor agrees to furnish a waterway barrier as described in Section 3 under Performance Requirements. The Contractor will deliver the unit no later than 120 days after award.� The estimated cost range for this product is $25,000 to $100,000.� The NAICS Code for this project is 326199-All Other Plastics Product Manufacturing. � Government-Furnished Materials.� The Contractor is expected to provide all manpower, equipment, supplies, and materials required to deliver the barrier to 108 Creek Drive, Prompton PA, 18456. This location is the Prompton Dam project office. The barrier will be stored there until the dam safety modification work at Jadwin Dam is completed. USACE staff is responsible for installation after delivery. � Contractor Personnel, Disciplines, and Specialties. The Contractor must be registered in System for Award Management, (www.sam.gov) have a DUNS# and Cage Code to provide.� The Contractor must use GSA and other Governmental pricing schedules where applicable. � Location and Hours of Duty. The Contractor shall deliver the barrier only during normal Corps of Engineers duty hours (7:00 am. to 3:30 pm., Monday thru Friday, excluding Federal holidays)�weather permitting. Performance Requirements. � The Contractor shall provide a waterway barrier that spans a total length of 500 feet. This measurement includes the barrier length plus the spacing between each barrier. The spacing cannot exceed 15 inches and must be a shackle free connection from barrier to barrier to eliminate potential shackle failures. The spacing between each barrier needs to be supplemented with a debris panel or comparable feature so there is no gap in the total protection area. � The barriers themselves shall be made of heavy duty environmentally friendly polyethylene. They shall be ultraviolet (UV) and impact resistant and filled with a closed cell foam (solid internal core non-water absorbing). If punctured, the unit shall maintain buoyancy. The barrier shall be a minimum of 16 inches in diameter, maintain a buoyancy factor rated for a minimum of 700lbs, encompass a minimum of 12 inches of freeboard, and be engineered with an overall design strength of 130 kips. � The barrier will be connected to existing anchor points that are already installed at the project. Two sections of a minimum diameter 1-inch hot dip galvanizing (HDG) steel rope shall be utilized to connect the barrier to existing anchor points. The span on the right side of the dam requires a 210-foot section to make a connection. The span on the left requires 110 feet. In addition, there are two access roads to which the barrier will span across. To provide vehicular and equipment access to the upstream portion of the embankment and impounding area, (2) 16-foot sections of 1-inch HDG steel rope will be utilized across these roadways. This will be the only break in the barrier span and is not to be factored in as part of the required barrier length of 500 feet for this contract. � The individual waterway barriers will generally span across �dry� ground with the exception of the Dyberry Creek stream channel. For this section in addition to the barriers, the contractor shall provide supplemental debris screens made of 24-inch-deep galvanized steel that attaches to the bottom of the individual barriers and matches the length of the barrier it attaches to. The general requirement for this specification is 40 feet. All barriers are to be the color green for environmental aesthetics and as a potential deterrent for vandalism. To summarize, the following salient characteristics are required: 500 feet of total waterway barrier length, this includes the span between each individual barrier. Maximum allowable span length between barriers, 15 inches Shackle free connection between barriers to prevent shackle failure Supplemental debris panels between barriers to prevent gaps in the protection area Barriers shall be made of heavy duty environmentally friendly polyethylene Barriers shall be UV and impact resistant Barriers shall be filled with a solid internal core non-water absorbing foam Minimum barrier diameter, 16 inches Minimum barrier freeboard, 12 inches Barrier rating buoyancy factor, 700lbs Minimum barrier strength, 130 kips (kilopound) (1) 210-foot length of 1 inch steel rope, HDG (1) 110-foot length of 1 inch steel rope, HDG (2) 16-foot length of 1 inch steel rope, HDG 40 feet of 24-inch-deep galvanized steel screens that attach to the bottom of individual barriers Color, green for environmental aesthetics
