Description
INTENT TO SOLE SOURCE Informa Business Intelligence, Inc. Emerging Portfolio Fund Research (EPFR Global) & iMoneyNet Money Fund Analyzer SS-OFR-075 � The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR), intends to contract with Informa Business Intelligence, Inc. at 605 3rd Ave New York, NY 10158-0180 on a sole source basis. There is no competitive vendor or regulatory agency that provides the datasets. The proposed Contractor owns the propriety and patented software and algorithms that are used in these products specifically required for this acquisition; thereby, the proposed source has the sole unique technical and other resources required for this acquisition. The OFR needs continued access to a comprehensive and streamlined view of global equity and fixed income fund flows, fund allocations and country flows. OFR needs to be able to view both global fixed income flows and global equity flow data including investor contributions and redemptions for individual funds.� OFR requires that the data be organized into user determined aggregates with fund allocations provided by country and include weightings by fund group.� This data along with other financial data will give the OFR the ability to have a holistic view of the money movements in emerging markets.� This insight into the Emerging Markets aids in the identification of risks to financial stability. The data in the EPFR dataset will support the publications of the Financial Markets Monitor and the OFR Annual Report. iMoneyNet data provides the OFR necessary data on a variety of markets to conduct complex financial analysis and customize reports and charts. iMoneyNet service provides historical series since 1990s, while Form N-MFP data also go back to 2011. For this reason, research on the events of the crisis rely on iMoneyNet data.� iMoneyNet provides more granular statics (weekly and daily) through their own pull of data from the funds directly, while Form N-MFP only provides monthly data. As of April 2018, OFR is using iMoneyNet for several projects. iMoney Data is used weekly by RAC staff and is critical in the support of MMF monitoring and various other monitoring tools within OFR. The OFR plans to use this product for the continuing mission to support the FSOC (�the Council�) in promoting� financial stability by: collecting data on behalf of the Council; providing such data to the Council and member agencies; standardizing the types and formats of data reported and collected; performing applied research and essential long-term research; developing tools for risk measurement and monitoring; performing other related services; making the results of the activities of the OFR available to financial regulatory agencies; and assisting such member agencies in determining the types of formats of data authorized by Dodd-Frank Act to be collected by such member agencies. The period of performance for the purchase order is anticipated to be a twelve (12) month base period with four (4) option periods of twelve (12) months each. The total estimated value of this purchase order will exceed the simplified acquisition threshold. NO SOLICITATION IS AVAILABLE.� A request for more information or a copy of the solicitation will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. Fiscal Service will consider written responses received no later than 05/16/2022. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, EPFR /Attn: CJ � CW. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to Informa Business Intelligence, Inc. Qualified Contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.).� Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. 2. DUNS Number. 3. Specific details of the product(s) that your company offers in regards to this notice. 4. Whether your content is available through a Government contract vehicle or Open Market. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. The period of performance for the purchase order is anticipated to be a twelve (12) month base period with four (4) option periods of twelve (12) months each. Fiscal Service may consider information received no later than 10:00 AM (ET) on Monday, May 16, 2022, submitted electronically to purchasing@fiscal.treasury.gov, EPFR /Attn: CJ � CW.
