- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. The U.S. Army Corps of Engineers, Buffalo District intends to�negotiate and award a firm-fixed price contract on a non-competitive basis in accordance with FAR 6.302-l(a)(2) based on only one responsible source and no other supplies or services will satisfy agency requirements.� The intended effort will be with Rochester Gas and Electric Company, Inc., (RG&E) Rochester, NY. The effort is for operation and maintenance of electrical work and power feeders from the Mt. Morris Dam (MMD). The original power feeders installed 70 years ago at MMD have been megger tested and found to be failing. Also, the MMD facilities have been experiencing power loss scenarios that are associated with outdated supply equipment. Rochester Gas and Electric is the local utility provider for the community in which the MMD is located. There are no other options for electrical service to MMD. Currently service is supplied overhead service from Tallman Road to the service meter at the MMD Terminal Station. That is located on the edge to the southern edge of the MMD property. From there it goes underground feeding the facilities of MMD. This infrastructure is all outdated and must be replaced. MMD would like to have the entire feed from Tallman Road to Building 303, Maintenance Garage buried, this would avoid above ground weather and nature from effecting the service and causing outages. The newly installed supply infrastructure would then be RG&E�s and would then become their responsibility for maintenance and repairs in all instances including emergency repair and replacement. RG&E and the NEC code dictate the duct bank, manhole construction and equipment pads for the installation of the RG&E feeder cables and transformers to be installed. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the government to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.
