Description
The government is conducting market research to identify potential sources to meet a modification capability for ATAGS (NSN 8475-01-455-0782 and 8475-01-506-7355) assemblies (trousers and bladder assembly). The critical application of ATAGS requires pre-qualification of any perspective supplier by the cognizant government engineering activity. Solicitation must be approved sources only. As specified by the procuring agency, Pre-qualification requirements have been established for sources wishing to qualify IAW (1) MSF880/5-ATP-GEN-0 REV B and (2) Facility/manufacturing qualifications are met by the completion and approval of DoDM 4120.24 (SD-6), Defense Standardization Program. The government�s anticipated strategy will be a Low Rate Initial Production (LRIP). The projected quantity for this modification is 53 suits. The proposed acquisition strategy is a one-time buy in fiscal year 2022.� The anticipated North American Industry Classification System Code (NAICS) for this requirement is 332721.� This Market Research is requesting responses to the following criteria from businesses that can provide the required services under the NAICS Code. This effort seeks to modify existing sustainment equipment integrity and maintain mission capability as related to anti-gravity suits. The Contractor shall submit First Article Testing (FAT) samples to be submitted for approval prior to the start of manufacture of production quantities. All samples shall be representative of the materials, the components, the construction and the workmanship that would be intended for use in production items IAW pre-qualifications requirement (1) MSF880/5-ATP-GEN-0 REV B. There are no samples available for potential suppliers to evaluate. If necessary, potential contractors shall furnish all material, support equipment, tools, test equipment, and services needed to fill this order. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor�s facility. This effort is for the procurement of the Advanced Technology Anti-Gravity Suit (ATAGS) which is a full coverage garment with bladders designed to counter G forces (or G-loc) experienced during maneuvers in high performance aircraft. Modified ATAGS mitigates fitting challenges, Diminishing Manufacturing Sources and Material Shortages (DMSMS), and equipment degradation. The Government has a need to modify ATAGS in support of the Chief of Staff of Air Force (CSAF) mandated FITMENT program. The FITMENT program is designed to improve the fit, comfort, and performance of flight equipment for small stature and female aviators. The ATAGS is a Critical Safety Item (CSI) and is the first program under the FITMENT effort which is a modification of the current CSU-22/P and CSU-23/P systems. This modification consists of five Engineering Change Proposals (ECP) that mitigates/resolves fitting and safety issues by providing a better fit for individual anthropometric ranges. The modifications are comprised of three G-suit lacing areas (side waist, thigh, and calf), custom tailoring alternative to the front waist panel, otherwise referred to as a ""waist dart"" or ""custom waist modification"", reinforced knee, a cover for the ATAGS waist slide fastener assembly, and lastly the Modified ATAGS will be manufactured utilizing new Long Staple II Nomex material. The draft Statement of Work (SOW) is attached to describe this requirement. The aforementioned five ECP's are AF developed, tested, approved and signed 1 Apr 2021 as permanent Safe to Fly (StF). The Contractor shall manufacture the Modified ATAGS for an LRIP using the new Air Force (AF) approved Engineering Change Proposals (ECP) for fielding and include the reinforced knee design with the Long Staple II Nomex material. All Modified ATAGS will have a duplicate suit that has undergone the basic qualification testing which must follow MSF880/5-ATP-GEN-0 REV B where endurance testing is performed per ATP/ATAGS/TI.14-1:ENDURANCE TEST. The anticipated performance outcome of services rendered by the contractor will be the on-time delivery (to the Government) of each asset meeting the requirements and quality standards and in serviceable condition. The manufacturer shall develop/produce/maintain and deliver a Technical Data Package (TDP) that accurately depicts the final product.
