Description
This is a market survey for Watch Officer and Aircraft Dispatch Operations Support (DOS).� The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms, capable of providing the required Watch Officer and Aircraft DOS.� This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code applicable to this requirement is�561990 All Other Support Service.� The business size standard for this NAICS is $14.9M. Requirement: The FAA is seeking Watch Officer and Aircraft DOS follow-on support. This requirement includes support for aircraft dispatch and other activities necessary to support the AJF Operational Control Center (OCC) in Warrenton, Virginia. A determination to set this follow-on acquisition aside for small businesses has not yet been made for the follow-on requirement. The results of this market research will be used to make that determination in addition to other acquisition strategies. Scope of Work: Task 1: Program Management Support (FFP).� The Contractor must provide program management support to perform identified tasks efficiently, accurately, on time, and in compliance with the requirements.� The Lead OCC Watch Officer/DOS must be the single point of contact responsible for managing all deliverables/events required under this SOW. Task 2: OCC Watch Officer/Aircraft Dispatch Support (FFP).� The Contractor must provide OCC Watch Officer and Aircraft Dispatch support for Flight Program Operations, which includes activities necessary to support flight operations and mission activity. Work requires knowledge of the aviation industry, flight operations, aircraft dispatch, as well as laws, regulations, and policies affecting the scheduling, dispatching, and tracking of aircraft. Period of Performance: The Period of Performance is one (1) base year and four (4) one-year option periods. Contract Type: The contract type of this Task Order is FFP. Before exercising an option period, the Government will review the requirement at that time and determine whether FFP or FFP/T&M hybrid is more feasible for the Task Order. The responses to this market survey will be used for informational purposes only.� This is not a screening information request or request for proposal of any kind.� The FAA is not seeing or accepting proposals at this time.�� The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.� Therefore any cost associated with the market survey submission is solely at the interested vendor's expense.
