- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL)�s Engineering Resources Branch in Hanover, New Hampshire intends to award a contract on a sole source basis to Troxler Electronic Laboratories upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL intends to procure one (1) Troxler Nuclear Density EGauge Combo Model #4540 (p/n 4540122) to measure the in-situ density of both asphalt concrete and unbound aggregate/soil layers in pavements. Product Specifications: This equipment must strictly adhere to the following constraints: The Gauge must be a single device that can measure asphalt and soil densities as specified in ASTM D2950 and ASTM D8167 respectively. The gauge must be either completely non-nuclear or be granted exempt status by the U.S. Nuclear Regulatory Commission (NRC) so that no specialized trainings, certifications, or licenses are required. The gauge must be delivered calibrated and ready to use.� The initial calibration must be valid for a minimum of one (1) year after delivery.� The Contractor must also provide the option to have the device calibrated for subsequent years by the manufacturer. The gauge must include the ability to concurrently measure soil moisture content as that is critical to measuring accurate in-situ soil densities. The gauge must come in a sturdy, lockable case that can be sued to store, transport, and ship the device as needed. The gauge must be able to be charged by a 120V A/C with standard US 120v A/C plug with no other external power sources needed to charge and/or use the device. The gauge must be included with a form of instruction/user manual with detailed instruction on how to store, operate, and maintain the device. Troxler Electronic Laboratories, Inc. was identified as the only vendor capable of offering an EGauge that can be used without a radioactive materials license.� A product exempt from radioactive materials licensing will allow ERDC-CRREL researchers to transport the instrument easily and efficiently to field sites; this capability is paramount to ensure timely project completion. A comparable device (exempt nuclear soil density gauge) is not available in the market.� Troxler Electronics Laboratories, Inc. is the Original Equipment Manufacturer (OEM) of Model 4540 EGauge Combo and the only agent authorized to sell and service this product in the United States. The associated North American Industry Classification System (NAICS) code is 334513, which has a size standard of 750 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 9 May 2022 to kim.d.roberson@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a�prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
